Government Contracts Business Development Manager (Public Sector)

The Role
This is not a passive role. We’re looking for a builder—someone who can identify opportunities early, shape deals, and consistently bring contracts across the finish line. As our
Government Contracts Business Development Manager , you will own the full lifecycle of public sector growth: from pipeline creation to capture strategy, proposal submission, and contract award. You’ll play a foundational role in establishing Starboard as a serious player in government contracting across PR, advertising, and digital media.
Key Responsibilities
Build and Own the Pipeline
Identify and qualify opportunities across federal, state, and local agencies using SAM.gov and other procurement platforms
Develop a targeted pipeline aligned with Starboard’s service offerings and growth priorities
Track RFIs, Sources Sought, forecasts, and upcoming procurements
Lead Capture & Win Strategy
Own capture from early positioning through award
Develop differentiated win strategies and competitive positioning
Build relationships with contracting officers, program managers, and agency stakeholders
Execute Proposals
Lead the full preparation and submission of compliant, competitive proposals
Translate requirements into compelling technical and narrative responses
Coordinate pricing, partners, and internal teams to deliver high-quality submissions
Drive Partnerships
Identify and secure teaming and subcontracting opportunities
Negotiate agreements with prime contractors and complementary partners
Position Starboard effectively within larger contract vehicles
Close & Expand
Support negotiations through award and contract finalization
Transition awarded work to internal teams
Identify follow-on opportunities

Qualifications
Proven Results
3+ years successfully obtaining government contracts
Demonstrated success winning work in PR, advertising, marketing, or digital media scopes
Track record of converting pipeline into awarded contracts
Technical Expertise
Hands-on ownership of end-to-end proposal development and submission
Partnership & Negotiation
Direct experience negotiating and securing subcontracting and teaming agreements
Strong understanding of prime/sub positioning and strategy
Mindset
Highly proactive, self-directed, and results-driven
Comfortable building structure in a fast-moving environment
Strategic thinker with strong execution ability
