Description
Cotton Holdings, Inc., is a diversified holding company with subsidiaries that provide property restoration and recovery, construction, roofing, logistical support, temporary workforce housing, and culinary services to public and private entities worldwide. Cotton combines this diverse suite of services with top talent, innovative technology, and a large inventory of company-owned assets, to offer clients a total solutions package in support of disaster events and large development projects, including complex work environments.

This is a hunting role focused on generating new federal revenue; not a proposal management or capture coordination position.

Cotton Logistics supports federal agencies during active operations, disaster response, facility support, and contingency environments. Because needs often arise before formal procurements or require rapid deployment, this role offers shorter sales cycles than traditional government contracting.

You will develop relationships with program owners, operational leaders, and contracting stakeholders and convert emerging needs into funded work. A dedicated contracts and proposal team manages submissions and compliance so you can focus on identifying, shaping, and closing opportunities.

Key Responsibilities

Build relationships with federal program managers, CORs, facilities leaders, and operational stakeholders

Identify upcoming requirements prior to or alongside procurement activity

Generate and close new business across logistics, workforce housing, food services, environmental, and support operations

Convert field demand and operational activity into funded task orders

Pursue both planned contract opportunities and urgent requirements

Partner with internal operations teams to create and expand opportunities

Maintain pipeline activity and forecast revenue in CRM

Typical Opportunities

$250K – $40M task orders

Buyers include Program Managers, Facilities Directors, Emergency Coordinators, and Contracting stakeholders

Sales cycles ranging from days to months depending on mission urgency

Mix of competed awards and rapid-response engagements

Skills, Knowledge and Expertise
Qualifications

Experience selling services or solutions into federal or public sector environments

Demonstrated ability to generate and close new business

Familiarity with federal procurement processes and buying structures

Experience managing pipeline activity and customer relationships in a CRM

Ability to travel as opportunities require (typically a few days per month; higher during active events)

Existing federal relationships are a plus but not required — we provide target agencies, entry points, and internal operational support to help you build traction quickly.

Understanding of federal acquisition environment (FAR familiarity helpful)

Ability to position services prior to formal procurement

Strong communication and deal-closing skills

Self-directed pipeline development and territory growth

Proposal writing and contract administration handled by internal team.
