The Governor's Office of Information Technology (OIT) seeks a Digital Service Expert—Digital Procurement and Contract Strategist to support new and future-state contracts for Colorado Benefits systems, including CBMS, PEAK, and JAI.
Position Overview
Term-limited, approximately 3 years, eligible for state employee benefits and possible extension. The role focuses on improving procurement processes, ensuring quality vendor technology agreements, and delivering value to Colorado programs.
Primary Duties & Responsibilities
Strategic Sourcing
Lead all phases of procurement from research and planning, drafting, execution, vendor negotiations, and contracting.
Apply organizational change management principles, conduct market research and fit analysis, and develop build‑vs‑buy strategies.
Perform risk reviews, develop modular procurement approaches, and apply lessons learned across the agency.
Manage relationships with agency procurement teams and coordinate execution.
Active Vendor and Contract Management
Administer full lifecycle of contracts and strategize future procurements as contracts phase out.
Negotiate statements of work, terms and conditions, and advise on long‑term contract changes.
Ensure vendor performance, facilitate remediation, and if necessary, terminate non‑performing contracts.
Evaluate procurement effectiveness and support cross‑functional product teams.
Operational Management
Navigate intergovernmental relationships to align stakeholders on modern solutions.
Coach agencies to adopt measurable SOWs and human‑centered outcomes.
Develop reusable procurement playbooks, templates, and evaluation rubrics.
Serve as the interface between the state and outside vendors, iterating scopes and pathways.
Collaborate with executive leadership to align budget and delivery, and share knowledge across partners.
Minimum Qualifications
At least 5 years of public or private strategic financial operations experience at the execution and leadership level with a focus on procurement design and strategy, and a strong understanding of modern technology.
Substitutions: additional education or training/certification may substitute for experience on a year‑for‑year basis, but cannot fully replace the required qualifications.
Preferred Qualifications
Experience in government procurement, acquisitions, or contract management for digital services or complex IT systems.
Strategic sourcing experience at the execution and leadership level with a focus on procurement design and strategy.
Track record of owning an end‑to‑end procurement or program implementation strategy across multiple stakeholders.
Experience guiding cross‑functional teams and holding delivery accountability through launch.
Conducted market research and analysis, including quantitative and qualitative evaluation.
Expertise in multiple areas of the procurement lifecycle such as active contract management, contract development, and supply‑chain financial management.
Ability to translate policy into technical and operational specifications.
Strong cross‑functional relationship building and problem‑solving skills.
Conditions Of Employment
Pre‑employment background check required; some agencies require a drug test.
May require travel within Colorado and on‑call duties as needed.
Remote work must be performed in Colorado; relocation to Colorado required for selected candidate.
