Responsibilities

Operations: Manages daily operations of RFS including procurement, project management, and non‑technical support with contracts and grants. Develops and monitors policies and procedures for departmental operations, assists with updating RFS website content, communicates with the RFS community, supervises projects and ad‑hoc work, prioritizes safety and security, manages third‑party tenants, ensures compliance with lease agreements and permits by Facilities Services, assists the Real Estate Department in new lease acquisition, gathers space logistics data, prepares short‑ and long‑range planning for administrative services operations, and improves productivity, reduces costs, minimizes risk, and maintains quality standards.

Equipment/Assets: Assists with managing equipment inventory via BETS system, including tracking department equipment.

Budget & Finance: Creates BFS invoices and aging reports, communicates with tenants, researchers, student groups, and non‑industry partners, tracks expenditures, conducts financial analysis, performs budget reconciliation, creates Cal Answers reports for revenue and expense approval, performs recharge administration of skilled worker labor and procurement of materials, assists with contract and grant finances, supports complex budget planning and forecasting, and performs analysis to determine resource allocations, spending trends, and savings estimates.

Committees/Meetings: Manages and coordinates high‑level meetings with the Dean’s Office and campus leadership, assists fundraising initiatives, serves on various committees, arranges meetings and events with RFS student organizations and the main campus, and serves on ad‑hoc committees and projects, including Student Advisory Board planning and coordination with campus partners.

HR: Coordinates HR activities such as employment, training, completion of forms and documentation for HR and payroll, manages job postings, summarizes financial and HR reports, ensures mandatory training and staff development compliance, and oversees a small staff of support employees and student workers.

Budget & Policy Analysis: Assists RFS leadership with project planning for departmental moves and building infrastructure upgrades, attends project meetings, interfaces with vendors, issues purchase orders, oversees projects to completion, ensures budgets remain within prescribed facility‑project limits, provides oversight, analysis, and reporting on annual and trend data related to facilities projects, develops and manages budgets for building infrastructure with recurring costs, and performs policy analysis on building management procedures, ensuring adherence to UCOP and UC Berkeley policies and protocols.

Required Qualifications

Bachelor’s degree in a related area and/or equivalent experience or training.

Thorough knowledge of University rules, regulations, processes, protocols, and procedures for budget, accounting, fund management, and/or personnel management.

Strong interpersonal skills, including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling.

Knowledge of administrative operational activities such as event planning, basic fundraising, risk management planning, website design, accounting, payroll, and contracts and grants regulations and guidelines.

Solid knowledge of common University‑specific computer application programs.

Ability to use discretion and maintain confidentiality.

Strong skills in short‑term planning, analysis, problem‑solving, and customer service.

Thorough knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.

Under California law, UC Berkeley must provide a reasonable estimate of the compensation range for this role, and salary offers are based on final candidate qualifications and experience.

Budgeted salary range: $97,572.24 (Step 1) to $118,932.48 (Step 11) yearly. This is a 100% FTE career position eligible for full benefits. The position is FLSA exempt and paid monthly.
