About This Unit
This position is open to current Colorado residents only. The Administrative Review Division (ARD) is an independent third‑party review system under the Colorado Department of Human Services. The ARD manages quality assurance and improvement programs for Colorado’s child welfare and adult protective services systems. It implements the federally required Case Review System and participates in reviews of Adult Protective Services cases.
About This Position
The role provides independent third‑party review and quality improvement processes for the Division of Child Welfare (CW) and the Division of Youth Services (DYS). This position is primarily remote, based in the greater Denver metro area, but requires travel to rural counties as needed. Employees must maintain a home office, Internet, and phone to fulfill duties.
Responsibilities
Conduct and oversee administrative reviews, court‑ordered substituting administrative reviews, and quality assurance reviews of child welfare assessments and in‑home service cases.
Perform periodic Administrative Reviews for children in care every six months and Administrative Permanency Reviews every twelve months, ensuring compliance with federal and state regulations.
Carry out reviews of Child and Family Services, evaluating case processes in county departments and organizing travel schedules for reviewers.
Provide training and technical assistance to county, regional, and state staff on case‑specific and systemic issues.
Schedule and coordinate review staff coverage across assigned counties, ensuring compliance with federal review timelines.

Design and deliver systemic training sessions on best practices.
Contact Reviewer
Schedule review staff to cover assigned counties, determining necessary review days and securing county resources.
Minimum Qualifications
Six (6) years of relevant experience in an occupation related to child welfare services, with at least one (1) year working directly in child welfare.
Preferred Qualifications
Multiple years of experience in child welfare.
Foster care administration experience.
Experience in a human services field.
Detail oriented and strong written and verbal communication skills.
Ability to read extensive material and discuss content knowledgeably with clients.
Self‑driven, autonomous work ethic.
Knowledge of child welfare regulations.
Confidence in providing and receiving critical feedback.
Relevant state service years considered a bonus.
Conditions of Employment

Must maintain uninterrupted Internet and phone service.
Valid, unrestricted Colorado driver’s license required.
Travel to rural counties as needed, with up to three overnight stays per month.
