Job Summary
Provides independent third‑party review and quality improvement processes for the Division of Child Welfare and the Division of Youth Services, including administrative reviews, quality assurance reviews, and technical assistance.
Responsibilities
Conduct periodic Administrative Reviews for children in care every six months and administrative permanency reviews every 12 months as required by state and federal regulations.
Collect, analyze, interpret, and summarize data from file reads and personal interviews; determine compliance with Federal and State regulations and recommend administrative response or sanctions for non‑compliance.
Review child welfare assessments, in‑home service cases, and participate in Child and Family Services reviews.
Travel to county departments, schedule and coordinate review work, and manage resources such as county space and equipment.
Communicate with county, regional, court, and state staff to address case‑specific and systemic issues, provide technical assistance, and deliver training on systemic issues.
Prepare and present review findings and provide technical assistance to staff.
Maintain accurate records in relevant databases and produce reports as required.
Minimum Qualifications
Six (6) years of relevant experience in an occupation related to the assigned work.
At least two (2) years of professional human–services investigative experience conducting child and/or youth abuse and neglect investigations, or supervising professional social caseworkers in child protection and/or youth services.
Experience with Volume VII Regulations, the Colorado Children’s Code, and Colorado child welfare processes.
At least two (2) years of relevant experience in ongoing permanency casework, intake, and assessment casework.
Preferred Qualifications
Minimum of one (1) year of experience with Colorado Trails or other relevant SACWIS systems.
Intermediate computer skills for data entry, report generation, and database use.
3–5 years of experience conducting child/youth abuse investigations, ongoing child protection services, or supervising social caseworkers.
Bachelor’s degree in an approved field.
Certification through the Child Welfare Training Academy.
Exceptional communication skills and experience in curriculum development and training using adult learning theory.
Highly Desirable Knowledge, Skills, and Abilities
Working knowledge of federal and state law as it applies to the administrative review process.
Knowledge of ASFA and federal mandates to maximize Title IV‑E funding.
Ability to conduct reviews that may substitute for court reviews and develop a combined 6‑month review process.
Strong liaison skills between judicial district, county, region, and state.
Scheduling management of multiple counties and reviewers.
Conflict resolution and constructive negotiation skills.
Analysis and logical conclusion derivation from available information.
Effective written and oral communication for presenting findings and technical assistance.
Work‑load prioritization and strategic planning.
Conditions of Employment

Requirement of Colorado state residency at time of application and throughout employment.
Valid Colorado driver’s license (or non‑restricted U.S. driver’s license within 30 miles of the state border).
Hybrid work arrangement with a home office within 20 miles of CDHS offices; frequent travel throughout assigned counties.
Home office must have reliable internet access and a phone if required.
Frequent overnight stays (6–8 per month) may be required for reviews.
