Summary
Under the general supervision of the Housing Director (or designee), the Account Specialist is responsible for maintaining accurate financial records, supporting housing program accounting functions, and ensuring compliance with applicable federal, Tribal, and program regulations. This position performs a variety of accounting, reporting, and administrative duties related to housing program funds, tenant accounts, and financial transactions, including compliance with NAHASDA and other funding sources.

Responsibilities

Maintain and reconcile housing program financial records, including general ledger entries, accounts payable, and accounts receivable.

Monitor and manage tenant accounts, including rent calculations, billing, collections, payment tracking, and delinquency follow‑up.

Prepare and process invoices, purchase orders, and payment requests in accordance with Tribal financial policies.

Assist in the preparation of budgets, financial reports, and grant reporting requirements (e.g., NAHASDA, IHBG).

Track and document program income, tenant payments, and subsidy calculations in compliance with federal regulations.

Perform monthly bank reconciliations and assist with audit preparation and responses.

Ensure proper allocation of expenditures to correct funding sources and cost categories.

Maintain accurate files and documentation for all financial transactions and tenant accounts.

Coordinate with tribal finance department to ensure timely processing of payroll allocations, drawdowns, and reporting.

Assist in procurement documentation and ensure compliance with Tribal and federal procurement standards.

Provide support during internal and external audits, including gathering required documentation.

Generate reports related to occupancy, accounts, and financial performance for management review.

Assist tenants with account inquiries, payment arrangements, and financial documentation as needed.

Maintain confidentiality of financial and tenant information at all times.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of basic accounting principles, practices, and procedures.

Knowledge of housing program regulations, including NAHASDA/IHBG requirements (preferred).

Knowledge of Tribal financial policies and procedures.

Skill in maintaining accurate financial records and performing reconciliations.

Ability to interpret and apply policies, regulations, and funding requirements.

Strong organizational and time management skills with attention to detail.

Ability to communicate effectively both orally and in writing.

Ability to work independently and maintain deadlines.

Proficiency in accounting software, spreadsheets, and office systems (e.g., MIP, Excel).

Ability to handle sensitive information with professionalism and confidentiality.

Ability to establish and maintain effective working relationships with staff, tenants, and external agencies.

Qualifications

Associate’s degree in accounting, Finance, Business Administration, or related field required, bachelor’s degree preferred.

Minimum of two (2) years of accounting, bookkeeping, or financial management experience; experience in housing programs or government accounting preferred.

Or equivalent combination of education, training, and experience may be considered.

Experience with grant‑funded programs and federal compliance requirements is highly desirable.

Must possess a valid Nevada driver’s license.

Must be able to successfully pass a background check.

Must be bondable.

Must be insurable under YPTHA insurance policy.
