Senior Requirements Manager – Air Force Civilian Service (AFCS)
The Air Force Civilian Service (AFCS) is looking for a full-time Senior Requirements Manager, GG-0343-14, located at the Resources and Requirements Division of the AF/A6 at Joint Base Anacostia–Bolling AFB, VA. Relocation incentives may be offered based on eligibility.

Responsibilities
Develop budget forecasts, conduct cost‑benefit analyses, and justify resource needs to senior leaders across the Air Force, DoD, and AF/A6 Community. Oversee the resource portfolio for the Air Force Warfighter Communications and Cyber Enterprise, influencing the allocation of resources for critical national security missions. Analyze and compare cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options for senior air force and DoD leadership.

Qualifications

U.S. Citizenship

Must be able to obtain/maintain a Top Secret/SCI Clearance

A non‑disclosure agreement must be signed

Designated by the Testing Designated Position

Comprehensive knowledge of the functional plans, policies, programs and systems engaged in the Warfighter Communications and Cyber Systems portfolio.

Knowledge of planning, programming, and budgeting regulations, guidelines, and processes; authority on Warfighter Communications and Cyber Systems functions, capabilities and resources; and comprehensive knowledge of the DoD and USAF Planning, Programming, Budgeting and Execution system (PPBE).

High skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options for senior leadership.

Comprehensive knowledge of major USAF Cyber and Communications programs and their integration into the Warfighter Communications and Cyber Systems portfolio.

Comprehensive knowledge of Joint and combined operational doctrine; DoD organizational relationships at all levels; Congressional, GAO, OMB, and USAF/IG reviews, audits, and investigation procedures.

Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112‑81, Subtitle F‑Financial Management, Section 1599d; incumbent shall comply with the requirements of this certification program.

Desired experience: Resource Management, Budget and Execution, FINPLAN, accounting, financial management standards, PIEE, DEEMS.
