Job Summary
Under the direction of the Wraparound Center of Excellence Manager, the Program Supervisor provides independent leadership in the day-to‑day operations and implementation of UC Davis CPE’s Human Services Center of Excellence (COE) High Fidelity Wraparound (HFW) training, coaching, and technical assistance portfolio. The supervisor is responsible for the full delivery of HFW services—including training, learning system administration, field coaching, technical assistance, fidelity monitoring support, and implementation consultation across county and agency partners. This role also manages program planning, logistics, schedules, budgets, contract deliverables, reporting, and quality assurance to ensure high-quality, fidelity‑aligned services that meet state, county, and funder requirements. The supervisor cultivates strong partnerships with funding agency representatives, county behavioral health and child welfare leaders, providers, trainers, and advisory groups to sustain outcomes, encourage innovation, and maintain program excellence. The incumbent leads the development and refinement of project management systems and annual/long‑range delivery plans; ensures compliance with documentation and evaluation requirements; and serves as program administrator for the HFW learning management system (LMS). As a core part of UC Davis CPE’s human services training portfolio, the HFW program provides essential workforce development to support counties in improving outcomes for youth and families with complex needs.

Minimum Qualifications

Hold a valid California driver’s license with a driving record that meets local policies or be enrolled in the California Employer Pull Notice Program.

Hold a bachelor’s degree in a related field or possess equivalent experience/training.

Have experience managing large, complex projects, including strategic planning, outreach, client and partner relationship development, budgeting, quality control, and training, and be able to identify, develop, and deliver new project opportunities.

Have supervisory experience recruiting, mentoring, training, and coaching staff to create a positive and productive work environment.

Have experience organizing and implementing in‑person and virtual workshops, meetings, and conferences.

Have experience with project management systems and technical skills to oversee the development and maintenance of such applications (e.g., Airtable) and learning management systems.

Have experience working effectively with clients to meet project goals, conduct needs assessments, and facilitate meetings; possess strong oral, written, and interpersonal communication skills; and maintain high levels of customer service in all interactions.

Demonstrate analytical skills to identify issues, compare data, and develop goals or plans for resolution and implementation.

Can understand, interpret, and apply Federal, State, and University rules, regulations, policies, and procedures governing business and accounting activities; and have knowledge of general accounting principles to develop budgets, monitor costs, and analyze financial reports.

Preferred Qualifications

Experience managing and monitoring project deliverables, budgets, and contract expenditures.

Experience managing marketing and outreach projects, including development of marketing and client communication materials.

Experience using Zoom for virtual meetings and training delivery.

Experience in High Fidelity Wraparound, child welfare, behavioral health, or related system‑of‑care initiatives (training, coaching, TA, or implementation support).

Knowledge of automated financial systems and business process systems, including Destiny One, Aggie Enterprise, and Airtable.

Ability to deliver public presentations that represent the department professionally.

HFW-specific competencies, such as understanding the Wraparound practice model, team process, phases (engagement, planning, implementation, transition), and fidelity drivers; experience interpreting fidelity and outcomes data and integrating findings into training/coaching plans; and skill in facilitating multidisciplinary teams and engaging youth and families with complex needs.
