The Business Development Supervisor is a member of the Louisiana Department of Economic Development’s (LED’s) Office of Business Development and reports to a Business Development Manager or higher-level administrator. The incumbent supervises functions related to attracting, growing, and retaining business development opportunities for the State of Louisiana and oversees compliance and administrative functions associated with discretionary programs and performance-based grants administered by LED.
The Business Development Supervisor possesses advanced knowledge of business administration, contract compliance, program administration, and business development operations and independently applies business standards and principles in conducting reviews, evaluations, analyses, and oversight of contracts, cooperative endeavor agreements (CEAs), and related compliance activities.
This position plays a critical leadership role in supporting LED staff and assisting with achieving LED’s core values of Teamwork, Integrity, Leadership, Excellence, and Innovation. The incumbent is responsible for supervising staff, coordinating compliance activities, ensuring program accountability, promoting operational effectiveness and efficiency, and ensuring compliance with state laws, rules, regulations, and agency policies.

Minimum Qualifications
Six years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
Six years of full-time work experience in any field plus three years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
A bachelor's degree plus three years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR
An advanced degree in a business administration field, economics, or international trade plus two years of experience in economic research or development, financial services, international relations, marketing, or real estate.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Certification as an Economic Development Finance Professional (EDFP) or completion of the Economic Development Institute certificate program will substitute for one year of the required experience.
Possession of a Professional Community and Economic Developer Certification (PCED) or Certified Economic Developer (CEcD) certification will substitute for two years of the required experience.

Job Duties and Other Information
Job Duties:
Oversees compliance and administration of discretionary programs and performance-based grants
Supervises staff and coordinates contract compliance activities
Reviews contracts, reimbursement requests, audits, and reporting for accuracy and compliance
Works with legal, fiscal, program staff, auditors, and external stakeholders on compliance matters
Prepares reports, data analysis, and legislative reporting for management and state agencies
Implements operational improvements and supports strategic business development initiatives
Ensures reporting integrity, program accountability, and compliance with state laws and agency policies
Coordinates special projects and other related duties as assigned
