Overview
Department Information: The Office of Economic Development and International Trade (OEDIT) fosters a positive business environment and supports economic development across Colorado. The Global Business Development (GBD) division provides tax incentives, grant programs, foreign direct investment and data analytics services. The position is full‑time and exempt, with an anticipated duration through December 2027, subject to extension.

Key Duties and Responsibilities

Develop and maintain a proactive pipeline of foreign direct investment and domestic investment opportunities.

Engage in outbound recruitment, trade shows, marketing events, and ecosystem coordination to source leads.

Partner with local economic development organizations, chambers, and industry groups to identify and qualify prospects.

Serve as project lead on company attraction/expansion deals, supporting companies through the sales cycle under the guidance of the BD Manager II.

Guide companies through the incentive process, including application support and internal coordination.

Maintain current knowledge of all OEDIT incentive programs and assist with internal cross‑agency coordination.

Manage the full sales cycle of prospects within individual industry breakdowns, prepare and submit EDC and PRC materials, and present at meetings.

Respond to, draft and send out requests for information (RFIs) with tailored content.

Track performance indicators such as job creation, capital investment, and conversion rates, and support quarterly and annual performance reports.

Build relationships and familiarity with state agencies, local EDOs, site selectors, national consultants, and other OEDIT and GBD divisions.

Build knowledge of one or more strategic sectors, develop an industry engagement plan, track sector trends, workforce needs, and investment drivers.

Support the development of sector‑specific pitch materials and engage with relevant stakeholders.

Stakeholder Relationships & Community Engagement

Build relationships and familiarity with programs with the Governor’s Office, other state agencies, regional and local EDOs, site selectors, national consultants, and OEDIT/GBD divisions.

Minimum Qualifications

Track record of maintaining and developing business and community relationships.

Knowledge of city, county, and state government structures.

Education and Experience

3–5 years of experience in business or economic development, government relations, sales, or related fields.

Bachelor’s degree in business, economics, finance, international relations, political science, or related field.

Equivalent combination of education and experience considered.

Previous experience using Salesforce or similar CRM system.

Excellent research, presentation, and interpersonal skills.

Proven record of closing or advancing business attraction/expansion projects.

Established relationships with Colorado ecosystems, site selectors, EDOs, or industry stakeholders.

Project Management Certification and experience.

Experience working in major international markets preferred.

Proficiency in a foreign language.

Conditions of Employment

Statewide travel required, including overnights.

Availability for work outside standard business hours.

Ability to travel internationally (minimum two trips per year).

Estimated travel 15–25% of the year.
