Summary
The Talent Manager at ICE Health Service Corps manages recruitment and hiring for PHS Commissioned Officers. This position is only open to current USPHS Commissioned Corps officers. USPHS Call to Active Duty (CAD) candidates and civilians are not eligible for this position.
Duties and Responsibilities
Complete IHSC human resources recruitment functions such as creating announcements, candidate examinations, selections for IHSC, recruitment reports, auditing, and closing out announcements.
Collaborate with administrative staff and hiring authorities to fulfill recruitment and staffing needs.
Provide managers, employees, and job applicants with specific and applicable information on recruitment and placement procedures, policies, and guidelines.
Manage IHSC recruitment and retention processes, including internal and external collaboration, coordination, event management, and maintenance of procedures.
Develop, deliver, manage, and maintain human resource information systems and projects such as data analysis, report production, and dissemination to IHSC Leadership.
Contact potential candidates by phone and email, answer calls, respond to web-based inquiries, and engage in virtual chat group messaging related to employment with IHSC.
Assist candidates with application process questions, qualifications, current vacancies, and general information about benefits, pay, and leave schedules.
Manage positions allocated for PHS and Civil Service.
Develop and conduct annual training for hiring authorities.
Manage IHSC recruitment strategy, policy guides, and standard operating procedures.
Conduct outreach activities including hosting and attending in-person and virtual events, job fairs, and events hosted by professional associations.

Requirements
U.S. citizenship required.
Successful completion of a background investigation.
Successful completion of a drug screen.
Males born after 12/31/59 must certify registration with Selective Service.
Meet all requirements by the closing date of the announcement.
Upon appointment, officers will serve an 18 to 24‑month commitment to IHSC.
No current Assignment Pay Agreement; if one exists, it must be fulfilled within 90 days of application submission.
Applicants must be a current USPHS Commissioned Corps Officer.
Qualifications
Knowledge and skill in applying a wide range of recruitment and placement methods, principles, and practices, including occupational design of positions.
Written and oral communication skills sufficient to develop and deliver briefings, reports, and correspondence to managers.
Consensus building, negotiating, coalition building, and conflict resolution skills sufficient to interact appropriately in emotionally charged situations.
Graduate degree in human resources management preferred; or a graduate/professional degree in a health profession discipline with program management experience.
Maintain requirements for clinical licensure if a clinician; be able to work internal TDY to support the field as needed.
Knowledge of PHS personnel policies and procedures, program policies, and operating procedures relating to personnel management.
Knowledge of organizations and responsibilities of all levels of government operations for recruitment and retention.
Ability to work independently, efficiently, and effectively in a fast‑paced environment and adapt to sudden changes.
Ability to collaborate with stakeholders outside the personnel unit.
Proficiency with Microsoft Office Suite, SharePoint, and ability to review and interpret data.
Proficiency with or quick learning of USA Staffing, human resource information systems, applicant‑tracking software, or other recruitment systems.
Physical Demands
Sitting and/or standing for extended periods of time (6-8 hours).
Performing repeated bending motion.
Manual dexterity for computer operation.
Phone use for extended periods.
Travel required for recruitment events, conferences, and workshops.
Additional Information
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, IHSC Personnel Unit (IPU). It is a non‑supervisory position; the incumbent will report directly to the Section Chief, Staffing and Recruitment.
The Talent Manager manages the IHSC recruitment and hiring program for U.S. Public Health Service (PHS) Commissioned Officers and Civil Service. Work involves recruiting, advising management, and identifying, attracting, and retaining a high‑quality and diverse workforce capable of accomplishing the organization’s mission.
