Brief Job Description

The Director of Residential Services (DRS) performs senior‑level managerial duties to ensure effective oversight and administration of daily residential operations at the State Supported Living Center (SSLC). The DRS administers all residential programs, coordinates campus-based direct services, integrates services such as psychology/behavioral, active treatment/vocational, and qualified intellectual disabilities services, and ensures operations comply with the Texas Administrative Code, the Department of Justice Settlement Agreement, and all relevant state and federal laws.

The DRS develops policies, procedures and guidelines, schedules and prioritizes standards, oversees corrective action plans (CAPs) and quality improvement plans, directs staff scheduling and deployment, and manages crisis or emergency situations. The DRS serves as Administrator on Duty as needed, on‑call as required, and chairs or participates in committees and work groups.

Essential Job Functions (EJFs)

Attends work on a regular basis and may work a specific shift schedule, extended shift, and/or overtime. Provides leadership to the residential services department, ensures compliance with guidelines, and manages crisis/emergency situations. Supervises Unit Managers/Directors and other staff, hires, trains, and performs performance evaluations. Establishes departmental goals and objectives, oversees staff scheduling, monitors staffing issues, ensures continuous process improvement and compliance, directs communication to staff, and maintains a physical presence on the homes/units.

Reviews and approves required reports, prepares departmental reports for the QA/QI council, analyzes staffing and audit reports, participates in administrative review activities, and leads integrated team efforts for complex individuals. Performs other related duties as assigned, including participating in state‑wide initiatives and supporting disaster response or COOP activation.

Knowledge, Skills & Abilities

  • Knowledge of Texas Administrative Code, HHSC policies related to SSLC, and the Department of Justice Settlement Agreement.
  • Knowledge of quality services, treatment, training and supports for individuals with intellectual disabilities.
  • Skill in working with ICF/IID standards and applicable laws.
  • Skills in problem definition, data collection, root‑cause analysis, and logical reasoning.
  • Skills in devising solutions to administrative problems and coaching others.
  • Skills in developing, implementing, and evaluating policies and procedures.
  • Skills in managing a large group of staff through a chain of command and in staff scheduling at a residential facility.
  • Skills in using computers and agency software including Microsoft Word, Excel, PowerPoint, Access, Outlook, and SharePoint.
  • Ability to manage business functions of a large department, establish goals, manage crisis situations, plan and supervise staff, develop quality assurance systems, present information effectively, solve complex problems, manage time, and maintain flexibility in work hours including overtime or on‑call scheduling.

Registrations, Licensure Requirements or Certifications

Must possess a valid Texas driver’s license or obtain it no later than 90 days after hire. Applicants with an out‑of‑state driver’s license must provide an original certified driving record.

Initial Screening Criteria

  • Bachelor’s degree from an accredited college or university; and
  • Three (3) years of experience working with people with intellectual and developmental disabilities in a residential setting; and
  • Two (2) years of experience leading, directing, and/or managing multiple staff members.
  • High School diploma; and
  • Five (5) years of experience working with people with intellectual and developmental disabilities in a residential setting; and
  • Two (2) years of experience leading, directing, and/or managing multiple staff members.

Additional Information

Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks. Males 18‑25 must be registered with Selective Service. All State Supported Living Center employees are subject to random drug testing. Flexibility in work hours may be required, as may overtime, extended hours, weekends, and holidays. All applicants must be at least 18 years of age to be considered for employment at a state‑operated facility.
