Job Duties and Responsibilities
This position is a Contract Manager under the Department of Health – Orange. Responsibilities include:

Writing, negotiating, monitoring, and evaluating standard contracts, memorandums of agreement, memorandums of understanding, and revenue generated contracts for multiple programs.

Consulting with legal, purchasing, business, and program managers to ensure compliance with contract rules and statutes.

Preparing and executing contractual documents, renewals, amendments, and close-outs.

Maintaining contract records and managing performance of providers.

Preparing monitor reports and corrective action plans; following up on corrective actions.

Processing and approving deliverables and invoices, reconciling contract-related expenditures and budgets.

Serving as liaison between program offices and procurement agencies, providing guidance on competitive solicitations.

Monitoring Department performance on 340B Revenue Generated Contracts and distributing monitor reports.

Performing other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of creating, negotiating, executing, and storing contracts and purchase orders.

Understanding of contract law, compliance, and legal terminology.

Attention to detail and accuracy in complex documents.

Ability to analyze data to track performance.

Managing multiple tasks simultaneously.

Comparing invoices against purchase orders, contracts, and receiving reports; resolving discrepancies.

Reviewing performance and evaluating deliverables.

Understanding contract types, clauses, and legal principles.

Familiarity with federal, state, and organizational procurement policies (e.g., FAR, FS).

Strong verbal and written communication skills for reporting.

Building and maintaining professional relationships.

Minimum Qualifications

1+ years of verified experience preparing, assembling, and executing contracts or purchase orders in compliance with department policies.

One year of verifiable experience reviewing provider deliverables and authorizing invoice payments.

Least one year of verifiable experience interacting with providers, vendors, or stakeholders.

Ability to perform emergency duties before, during, and/or beyond normal business hours when needed.

Must be physically present in the office daily and perform field work as required.

Current authorization to work in the United States without employer sponsorship.
