Job Description
This position reports to the Assistant Bureau Chief in the Special Contracts Section of the DVR Bureau of Vendor and Contracted Services. It is a highly responsible professional position requiring the incumbent to act as a contract manager over complex direct service contracts and grants. Duties and responsibilities include:

Procurement and pre-contracting activities:

Determining appropriate method of procurement and payment; selecting contractor/provider;

Drafting contract documents, scopes of work, deliverable tables, financial consequences, amendments, renewals, extensions;

Negotiating cost and terms & conditions of competitively and non-competitively procured contracts;

Assisting in preparation of budget amendments, revisions, and funding reallocations as needed;

Reviewing proposed budgets and performing price and/or cost analyses;

Conducting risk assessment and preparing monitoring plans; and

Securing required reviews and signatures for execution.

Contract management and monitoring responsibilities:

Enforcing performance of contract terms, serving as liaison with contractor;

Interpreting and applying federal regulations, Florida statutes, administrative rules, and agency policies;

Evaluating vendor performance and informing management of service delivery issues;

Reviewing and approving deliverables and processing invoices;

Maintaining comprehensive and well-organized contract records;

Providing technical assistance and training to providers/contractors;

Conducting ongoing desk‑top and on‑site monitoring;

Developing and enforcing corrective action plans;

Evaluating contract effectiveness and recommending improvements for optimum service delivery;

Preparing close‑out reports upon contract termination, identifying results of objectives and performance;

Tracking contract funding and invoice submissions;

Providing one‑on‑one technical assistance and guidance to contract providers;

Collaborating with field services experts to support individuals with disabilities;

Identifying contractual, fiscal, and operational risks and developing mitigation strategies;

Identifying trends, inefficiencies, and service delivery issues and recommending improvements;

Coordinating with legal, procurement, fiscal, and program staff to resolve contract issues;

Conducting detailed budget and cost analyses to ensure expenditures are reasonable and properly supported;

Assisting with special projects related to contract development, monitoring, and program operations;

Reviewing and recommending improvements to contract templates and workflows, and conducting training as assigned.

Serving as mentor for incoming contract managers and assisting with cross‑training within the CAMs Unit.

Assisting with special projects such as home/building modifications exceeding the $35,000 threshold.

Understanding federal and statutory requirements related to fiscal monitoring and vendor language for Vocational Rehabilitation.

Performing contract and program-related research, preparing reports, and presenting to management.

Travel may be required to complete assigned duties.

Performs other duties as assigned.

Knowledge, Skills, and Abilities
The incumbent must possess the following:

Understanding of contract management and monitoring methodologies.

Knowledge of Florida statutes related to procurement, contract development, and monitoring.

Knowledge of data collection and analysis methodologies.

Knowledge of basic management principles.

Ability to develop recommendations, document workflows, and improve management practices.

Skilled in project management and organizational skills.

Skilled in report writing and presentation.

Ability to solve problems and conduct research.

Effective communication skills for establishing and maintaining relationships.

Minimum Qualifications

High school diploma.

At least three (3) years of professional experience in contract management, procurement, grants management, fiscal monitoring, program administration, project management, business administration, or public administration.

OR a bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, Contract Management, Legal Studies, or a related field and one (1) year of professional experience in contract management, procurement, grants management, program administration, or a related field.

Experience reviewing, monitoring, or administering contracts, grants, agreements, budgets, invoices, or procurement related activities.

Experience using Microsoft Office applications, including Excel, Word, and Outlook.

Preferred Qualifications

Applicants with both professional and educational experience.

Applicants who complete application information and hiring requirements to completion.

Experience managing State of Florida contracts or grants.

Knowledge of Florida statutes related to procurement and contract management.

Experience conducting contract monitoring, provider oversight, or compliance reviews.

Experience preparing reports, presentations, and training materials.

Experience working with individuals with disabilities or workforce development programs.
