Job Summary
Performs advanced managerial work providing direction and guidance in strategic operations and planning of Parole Division programs. Responsibilities include establishing the strategic plan, setting goals and objectives, developing guidelines, policies, and procedures, prioritizing standards, monitoring progress, coordinating and evaluating program activities, reviewing and approving budget requests, monitoring expenditures, and supervising staff. The role works with minimal supervision and exercises significant initiative and independent judgment.

Essential Functions

Directs activities of staff in program areas, develops and implements techniques for evaluating program activities, and ensures compliance with policies.

Develops and establishes goals and objectives, plans schedules and priorities, coordinates policies and procedures, evaluates program activities, and recommends improvements.

Prepares management and productivity reports, oversees special investigations, program analyses, internal audits, and research studies, reviews budget requests, monitors expenditures, and makes necessary adjustments.

Provides technical guidance in program areas, represents the program at meetings, hearings, trials, conferences, and committees, and testifies at hearings and legislative meetings.

Performs criminal information searches and retrieval using the Texas Department of Public Safety criminal history system.

Supervises the work of others.

Performs additional duties as assigned.

Minimum Qualifications
Education, Experience, and Training

University‑accredited bachelor’s degree (primary coursework in Criminal Justice, Business Administration, Public Administration, or related field). Each year of experience beyond the required ten years may substitute for thirty semester hours on a year‑for‑year basis.

Ten (10) years of full‑time, wage‑earning criminal justice administration experience.

Three (3) years of full‑time, wage‑earning supervisory experience.

Preferred: governmental program experience, technical review or program evaluation experience, teaching, training, or staff development experience.

Must obtain a Certified Texas Contract Manager (CTCM) certification within twelve months of employment and maintain it thereafter; a contingency agreement applies if the license is not yet in possession.

Must obtain a Texas Law Enforcement Telecommunications System (TLETS) completion certificate within six months of employment.

Skills

Knowledge of applicable local, state, and federal laws, rules, regulations, and statutes.

Knowledge of public administration and management principles.

Preferred: state government and state criminal justice system knowledge, agency and departmental structure knowledge.

Strong communication, coordination, and interpretation skills.

Proficiency in administrative problem‑solving, program goal implementation, and policy evaluation.

Ability to prepare technical reports and address the public.

Training and supervisory competence.

Additional Requirements

Physical capabilities: walk, stand, sit, kneel, push, stoop, reach, grasp, pull, bend, lift up to 15 lbs., perceive depth, operate motor vehicle and equipment.

Work conditions: indoor and outdoor environments, proximity to moving machinery, electrical and radiant energy exposure, protracted or irregular hours, travel by car, van, bus, airplane.

Equipment used: computer, calculator, copier, fax machine, telephone, dolly, automobile.
