Public Disclosure Analyst
Tacoma Public Utilities is creating an eligibility list for Public Disclosure Analyst. This role will join a team of professionals responsible to analyze, process, formulate and complete City of Tacoma's responses to Public Disclosure Requests (PDRs) in accordance with disclosure obligations contained in the Washington State Public Records Act, City public disclosure codes and policies and all other applicable mandates. As part of the City-Wide Public Records Office, assist in all aspects of the public disclosure process including to conduct research, apply independent analysis and judgment and utilize technology to discover, gather, review, and produce responsive records. Assist in coordination with City departments and the City Attorney's Office to ensure the public disclosure process is conducted in compliance with applicable requirements. Provide high levels of service to public record requestors and to all levels of City staff.
Responsibilities:
Receive, review, analyze and respond to enterprise-wide public disclosure requests (PDRs) and other requests for City records received in the Public Disclosure Office
Coordinate with city staff to obtain the requested public disclosure data, documents and related information
Provide timely responses to complex and sensitive requests requiring a high degree of discretion and confidentiality
Utilize applicable technology, including e-discovery software to discover, locate, search, process, redact, perform quality checks to produce records, including Electronically Stored Information (ESI)
Research, locate, identify, retrieve and share applicable data as required
Ensure all responsive records have been discovered, located, searched and if any exemptions apply
Identify and log appropriate redactions and exemptions in accordance with the Public Records
Act and established public records processes and procedures
Coordinate and seek guidance with the City Attorney's Office and legal staff for discovery and review of records and for analysis of records requiring redaction or withholding due to lawful exemptions
Testify in public disclosure related litigations as needed
Assist in the appeals from public records requestors
Develop, design and deliver public disclosure trainings to public disclosure coordinators
Assist with the state-mandated reporting of performance measures related to public records
Qualifications:
An Equivalent Combination to:
An equivalent combination of education and experience to: Bachelor's degree and three (3) years of progressively responsible experience in processing and responding to routine and complex public records requests in compliance with the requirements of the Public Records Act, including experience redacting routine and complex records per the Public Records Act exemptions. A combination of education and training which provides the experience necessary to perform the functions of the job will be considered
Licenses, Certificates and Other Requirements:
Attend annual WAPRO training
Certified Public Records Officer (CPRO) certificate or ability to obtain certification within 2 years of the appointment into the classification
Microsoft Search (Office 365 & SharePoint Discovery Center) software certification, e-Discovery Document Review software certification
Critical Infrastructure Protection Training (CIP) and Criminal Justice Information Services (CJIS) Training certification within 30 days of appointment into the classification
Health Insurance Portability and Accountability Act (HIPAA) certification may be required for some positions
Must successfully pass a Criminal Justice Information Services (CJIS) background check
Positions assigned to or supporting the Tacoma Police Department may require additional background screening, including, but not limited to, fingerprinting and/or a polygraph test
