The Domestic Violence and Sex Offender Management Unit (ODVSOM) exists to perform all tasks related to the administration of the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB), including serving as the central repository for information concerning all aspects of program administration and compliance and ensuring compliance with the statutory mandates of these programs. Each of the Boards is charged with multiple duties related to setting state-wide standards for the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders. Work is accomplished through the development of public policy in a collaborative environment that is inclusive of criminal justice agencies, mental health professionals, crime victim serving agencies, human services agencies and other professionals and stakeholder groups. The work is based upon research, policy and practice that are evolving in nature.
This position serves as the Adult Standards Implementation Coordinator for the Sex Offender Management Board (SOMB) within the ODVSOM. In addition, this position serves as the Community Notification Coordinator related to community-based technical assistance in the area of notification about the presence of sexually violent predators pursuant to 16-13-904 (2) C.R.S. This position serves as the staff authority in regards to the training and technical assistance support for approved providers who must adhere to and implement the Adult SOMB Standards as required per 16-11.8-103 C.R.S. This position is responsible for formulating implementation plans using change management strategies and evidence-based training techniques. This includes responsibility for providing primary staff support to assist providers in meeting statutory requirements for approved provider status, implementing changes to Standards, and working with providers to improve practice as identified during the application, complaint, and Standards Compliance Review process administered by the Application Review Committee (ARC). This position works with the ARC to provide leadership, advice and guidance relative to implementing the statutorily mandated work of this Committee.
This position clarifies and defends policy created by the SOMB and educates stakeholders through providing statewide training and technical assistance. This includes both approved providers as well as other key criminal justice stakeholders working with the sex offender population. This position will develop implementation plans for individual providers and work to ensure the provider implements the Standards as required by the provider approval, complaint, and Standards Compliance Review processes.
This position is responsible for SOMB committee development and provides advice and guidance to those committees that make recommendations to the SOMB on policy issues regarding the implementation or periodic revisions of the Standards. This work requires that this position also provide statewide training related to the work of those committees. This requires knowledge and analysis of sex offender research, laws, policy development, statewide collaboration, standards and treatment. This position develops and implements training curriculums and training presentations that result in the development of valid and reliable curriculum that can be used to assist criminal justice agencies statewide. This position will also be the lead for those SOMB committees and related communication, collaboration and other professional communication statewide regarding the issues those committees are addressing on behalf of the SOMB.
This position serves as the subject matter expert and leading staff authority on the treatment and management of adult sex offenders and community notification of Sexually Violent Predators, in concert with the Sex Offender Management Board (SOMB). The position provides policy recommendations to the SOMB and implements the SOMB's policy decisions. This position provides technical assistance to criminal justice, law enforcement, and social service agencies as well as treatment providers statewide.
This position coordinates and supervises the Community Notification Technical Assistance Team, interfaces with notifications stakeholders including law enforcement, prosecutors, victim advocates, and others, and assists in planning and coordination of community notification trainings.
This position develops, maintains and updates curriculum for statewide training regarding sex offenders, and their treatment, supervision and management in Colorado. This position provides education and training as part of a comprehensive curriculum, or at the request of approved providers, criminal justice agencies, law enforcement, and probation/parole officers throughout the state. This position must ascertain the need for trainings in various areas of the state including topic area and target audience. This position must design the curricula and the methodology used to assess the impact of the training. This position must organize, schedule, and deliver the trainings for maximum accessibility by stakeholders that considers multiple learning styles and accessibility concerns.
This position uses technical expertise to provide approved providers and other criminal justice professionals cross-agency training to designated entities and audiences, using and building consistent language, nomenclature, and methods. Training content needs to be dynamic, using myriad approaches based on adult learning theory research. Determine the process necessary to expose private, public, and nonprofit sector service agencies to evidence-based practices related to early intervention, offender management, and victim services. Coordinate training delivery with consultant subject matter experts and agency personnel as necessary. As part of the overall provider or criminal justice agency sustainable infrastructure building goal of the ODVSOM, this position will train agency trainers and coaches to develop a cadre of field-level trainers from all agencies to work in conjunction with each other and with Implementation Specialists.
This position builds and guides organizational support vertically (within a provider or criminal justice agency) and horizontally (across agencies) for the implementation and support of evidence-based practices. This position collaborates with providers and agency training staff, research staff, advisory board, information technology staff, field-level agency staff, and agency administration. This position acts as an interagency liaison at multi-disciplinary meetings and events. Attends meetings and trainings as required. This position advises justice and service administration and other designated personnel of significant systems issues arising in the correctional or treatment settings. This position is skilled at team facilitation and while clarifying issues and educating the group on the range of appropriate solutions, collaboratively decides on the best resolution to address the problem. This position provides policy recommendations to the ARC and SOMB, and implements the SOMB's policy decisions.
This position develops and guides SOMB committees, including developing work product, and providing input into meeting content. This position provides guidance, advice and clarification to the committees on SOMB Standards, policy and research, and ensures that the committees are aware of emerging issues and SOMB policy, philosophy and other pertinent issues. This position also defends committee and Board work to stakeholders. This position also advises the SOMB or committees when proposals for changes conflict with existing policies, statutes or standards.
This position serves as the expert on the treatment and management of adult sex offenders in concert with the Sex Offender Management Board. The position provides recommendations to the Sex Offender Management Board and implements the Board's policy decisions. This includes providing technical assistance to criminal justice, law enforcement, and social service agencies as well as service providers statewide. Researches and analyzes national policies to identify best practices and advises the Sex Offender Management Board on particular policy initiatives.

Proven Experience, Knowledge, Skills
Seven (7) years of professional experience in working with adult sex offenders
OR Education and Experience, Knowledge, Skills
Bachelor's degree from an accredited college or university in public health, psychology, sociology or criminal justice and three (3) years of professional experience working with adult sex offenders, OR
Master's degree from an accredited college or university in public health, psychology, sociology or criminal justice and one (1) year of professional experience working with adult sex offenders

Preferred Qualifications and Competencies
Understanding of regulatory administration and public policy development and implementation in the sex offender management field.
Exceptional interpersonal skills and ability to facilitate discussions and/or mediate issues.
Experience collaborating with different agencies regarding adults who commit sexual offenses.
Extensive knowledge of the criminal justice system.
Excellent written and oral communication skills.
Professional experience in developing and directing training curriculum, and providing training on adult sex offenders.
Knowledge of national best practices in sex offender management and treatment.

Good organization and prioritization skills.
Experience working with or being a part of a collaborative group (SOMB or other boards, etc.)
Conditions of Employment
Must be a Colorado resident at the time of application
Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking and driving history
Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30 days of hire. Ability to operate motor vehicles and to travel throughout the state in a variety of weather conditions.
