Why does the job exist?
This job exists to support the efficient management of capital outlay projects at the New Mexico Higher Education Department (HED). It ensures compliance with funding regulations, processes reimbursement requests, and assists with financial oversight. The role also provides administrative support for meetings and hearings, maintains internal databases and the HED website, and coordinates with Higher Education Institutions (HEIs) to track payments and monitor compliance. Additionally, it aids in policy development and financial reporting to enhance the operations of the Capital Division.

How does it get done?

Ensuring grantee compliance with funding agreements

Processing grant agreements, certifications, and reimbursement requests

Reviewing and monitoring funding distributions and compliance with various funding sources

Preparing reports on capital outlay funding and expenditures

Maintain communication with stakeholders and respond to HEI requests

Assist in preparing reports and policy documents for leadership and legislative use

Ensure accurate financial records and documentation for audits

Who are the customers?
This position serves HED leadership, employees, New Mexico Higher Education Institutions (HEIs), associated agencies and local organizations.

Ideal Candidate

Experience in grants management, contract administration, or financial oversight

Familiarity with capital outlay processes, government funding, and compliance regulations

Proficiency in financial reporting, budget analysis, and data management.

Ability to identify inefficiencies and recommend process improvements

Strong critical thinking skills to resolve funding and compliance issues

Initiative in maintaining accurate records and ensuring audit readiness

Associate's Degree and two (2) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
