Our Information Services Division (ISD) is recruiting for a Senior IT Business Analyst to lead our DRIVES Production Support Team! We are one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents and collect nearly $3 billion in taxes and fees annually. Duties As a Senior IT Business Analyst, you lead the connection between business needs and technology solutions, guiding both projects and people in a collaborative, hybrid environment. In this role, you will guide cross-functional teams, including stakeholders, developers, and external partners to define priorities, solve problems, and deliver effective system enhancements within a large, complex enterprise system. This work involves translating ideas into clear requirements, business rules, and actionable plans that support both project delivery and ongoing operations. Direct supervision of IT staff is also a key component. You will be providing direction, support, and accountability to ensure high-quality outcomes. A strong understanding of data integrity and reliable systems is essential, as the work supports critical services and decision-making. Some of what you will do: Lead and supervise a team of IT professionals, including hiring, coaching, performance management, staff development, and oversight of requirements. Plan, assign, and monitor team workload to ensure timely delivery of system enhancements and services. Collaborate with cross-functional teams to design and implement scalable, reliable, and cost-effective technology solutions. Guide business analysis efforts across the full project lifecycle, from requirements gathering through implementation and ongoing support. Facilitate alignment between business needs and technical solutions by working closely with stakeholders, developers, product owners, testers, and architects. Drive continuous improvement of business processes, systems, and data usage to support organizational goals and decision-making. Contribute to strategic planning, budgeting, and technology direction, including identifying opportunities for innovation and efficiency. Qualifications What you will bring:

Eleven (11) years of professional experience and/or relevant education in one (1) or more of the following IT disciplines: consulting, analyzing, designing, programming, architecting or maintaining computer software applications. OR

Five (5) years of direct experience in performing business analysis (lifecycle) functions, including the following:

Business process analysis. Requirements elicitation, tracking, and documentation. Performing usability, development of use cases, user stories, user acceptance criteria, design documents, and training materials. Critical analysis of complex systems and business processes. Evaluation and assessment of current and future state to identify impacts. Performing user acceptance testing, implementation and post-implementation activities. Act as a liaison between business and technical staff through the entire development lifecycle.

Proven Experience implementing, designing, or testing business applications, systems, and COTS solutions with domain knowledge and proven experience with GenTax (DRIVES). AND

The ability to:

Knowledge of best practice business analysis methodology based on the International Institute of business analysis, business analysis body of knowledge (BABOK Guide and Standards). Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP). Agile, Dev Ops, or ITIL training. Social Security All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
