Deputy Director II

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. The Deputy Executive Director performs executive level management and policy administration for the Texas Department of Motor Vehicles (TxDMV). The role provides direction and guidance in strategic operations of TxDMV support services, ensures transparency while leading transformational and innovative change, and creates a positive and collaborative culture toward a customer‑centered vision. The incumbent works closely with stakeholders, legislators, TxDMV Board Members, elected officials, federal and state agencies, and private entities. Travel is required. Reports to the Executive Director and acts on behalf of the Executive Director in the Executive Director’s absence.

Essential Duties

  • Assists the other Deputy Executive Director and the Executive Director in managing day‑to‑day operations of the agency and may be asked to act on behalf of the Executive Director in the absence of the Executive Director.
  • Provides counsel and advice regarding agency operations to the TxDMV Board, Executive Director, and members of the Legislature.
  • Oversees both support services divisions and program divisions.
  • Establishes policies, procedures and services that align with the TxDMV vision, mission, values, operational boundaries, and strategic goals.
  • Effectively plans, assigns and supervises the work of directors and possesses strong organizational skills.
  • Responsible for selection, training and development, and performance management of direct‑report staff.
  • Manages program services by effectively organizing people and activities.
  • Identifies problems and issues; develops and implements solutions; supports and implements continuous quality improvement initiatives; clearly and effectively makes decisions.
  • Creates a motivating climate where employees strive for excellence in service delivery.
  • Manages conflict and exhibits managerial fortitude through positive and corrective feedback to others.
  • Creates and develops a positive and collaborative culture toward a customer‑centered vision requiring timely and effective communication that is consistently reinforced, renewed and refreshed in its execution.
  • Effectively collaborates with the other Deputy Executive Director on day‑to‑day operations and department‑wide initiatives.
  • Ensures transparency while leading transformational and innovative change with energy and a sense of urgency.
  • Participates in the implementation and perpetual upgrade of cutting‑edge methodologies, systems, practices and technologies.
  • Recommends policy and approves procedures, staffing and funding needed to execute in areas of oversight.
  • Strategically plans for, stays abreast of and responds to relevant state and federal laws, rules and regulations.
  • Reviews proposed legislation and directs implementation of legislation affecting agency services.
  • Represents the agency before the Legislature. Provides timely responses to legislative inquiries including the review and approval of briefing documents, correspondence, or presentation materials.
  • Implements policies and procedures that identify, prevent and eliminate fraud, waste and abuse.
  • May travel up to 15% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Qualifications

Minimum Requirements

  • Bachelor’s degree from an accredited college or university or the U.S. equivalency thereof.
  • At least two (2) years of management experience in an executive‑level position.
  • Additional experience of the type described may be substituted for education on a year‑for‑year basis. (Experience requirements may be satisfied by full‑time experience or the prorated part‑time equivalent.)

Preferred Requirements

  • Knowledge of policies and regulations with demonstrated work history of properly applying to ensure federal and state compliance.
  • Experience in overseeing large and/or complex projects.
  • Experience preparing and overseeing the preparation of technical program reports and interpreting rules and regulations.
  • Experience in a senior leadership role within a complex organization.
  • Experience in effective communication, negotiation, and public speaking.
  • Experience working with legislative bodies, government officials, and other stakeholders to advance organizational goals.
  • Experience in public administration principles.
  • Experience in budget management and resource allocation.

Registration, Certification and/or Licensure

  • A valid Class "C" driver's license is required.
  • If not currently a Texas resident, must obtain a Texas driver’s license within ninety (90) days after entering Texas as a new resident.
  • A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
