The Air Force Civilian Service (AFCS) is looking for a full-time Contract Specialist (GS-1102-13) to work at Ft. Washington, MD.
Member will serve as a warranted Contracting Officer. Member will provide business advice and perform all preaward and postaward functions for a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies using a wide range of contracting methods and types. Member will procure services, and/or commodities, for complex and/or diversified programs within the Concepts, Development & Management Office(SAF/CDM) programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the‑art systems, and/or programs and equipment that are not well defined or span successive program stages. Special emphasis is placed on a streamlined program execution that accelerates delivery of operational capabilities to the field.

US citizenship is required. Position is designated special‑sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance. A non‑disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position(TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The employee must sign an Air Force‑wide mobility agreement. Member serves as a warranted contracting officer. Member is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E‑E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E‑E position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This position is Acquisition Category C Contracting Level 3 and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact‑finding/market research. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well‑informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. 3‑5 years’ experience requested.
