Program Overview RIVA Solutions continues to expand its footprint across Federal Civilian and Federal Health agencies through disciplined business development, structured capture execution, and differentiated technical solutions. The Growth organization supports strategic pipeline development, competitive positioning, and high-quality proposal delivery aligned to agency mission priorities.
This role supports RIVA’s HHS portfolio and contributes directly to pipeline growth, opportunity qualification, and capture lifecycle execution.
Position Overview RIVA Solutions is seeking a motivated and high-potential Growth Manager – Business Development & Capture to support strategic opportunity identification, qualification, and capture execution within the Federal Health market.
This role works directly with the CEO, VP of Growth, and Director of Growth to drive disciplined capture planning, competitive intelligence gathering, stakeholder mapping, and proposal readiness activities. The ideal candidate understands the federal procurement lifecycle, is comfortable operating within structured capture methodologies (e.g., Shipley), and thrives in a fast-paced growth environment.
This is a high-visibility, high-accountability role requiring initiative, strategic thinking, and the ability to manage multiple opportunities simultaneously. The Growth Manager will actively support capture gate reviews, assist in solution positioning, and contribute directly to proposal development efforts.
Core Responsibilities Capture & Opportunity Management
Support full capture lifecycle activities from opportunity identification through RFP release and proposal submission
Assist in developing and maintaining capture plans aligned with RIVA’s stage-gate process
Identify decision-makers, funding sources, incumbent contractors, and competitive landscape
Track actions, milestones, and capture activities to support gate review readiness
Opportunity Qualification & Market Intelligence
Conduct research to qualify opportunities aligned with HHS portfolio strategy
Monitor and analyze business intelligence tools (Deltek GovWin, GovTribe, HigherGov, BGov, etc.)
Gather and document customer hot buttons, mission priorities, and pain points
Assist in preparing qualification materials and business cases for leadership review
Pipeline & CRM Management
Maintain accuracy of pipeline metrics within CRM systems (e.g., NextStage or similar)
Ensure timely updates to opportunity status, revenue projections, and capture progressSupport reporting requirements for executive growth reviews
Teaming & Coordination
Support development and coordination of teaming strategies
Assist with NDAs, Teaming Agreements, kickoff preparation, and partner communications
Coordinate across contracts, pricing, technical, and proposal teams during pre-RFP shaping
Proposal & Technical Support
Support transition from capture to proposal through structured handoff processes
Assist in drafting and editing proposal content, RFIs, white papers, and customer-facing materials
Contribute to development of win themes, customer understanding narratives, and solution messaging
Relationship Building & Brand Representation
Represent RIVA at relevant industry events, agency briefings, and conferences
Support relationship-building efforts with customers, partners, and industry stakeholders
Collaborate with Marketing & Communications to amplify engagement and visibility
Minimum Qualifications
Bachelor’s Degree in Business, Public Policy, IT, or related field (Associate’s with additional experience considered)
2–4 years of experience supporting federal contract programs, business development, or capture activities
Experience in federal health IT or Federal Civilian IT services preferred
Familiarity with the federal procurement lifecycle and proposal process
Strong written and verbal communication skills
Demonstrated ability to manage multiple priorities in a fast-paced environment
Highly motivated with strong analytical and organizational skills
Preferred Qualifications
Experience within FedCiv and/or FedHealth IT services as a contractor or government employee
Experience using CRM systems (NextStage or similar) and Microsoft Office tools
Familiarity with business intelligence platforms (GovWin, GovTribe, HigherGov, BGov)
Experience working within Shipley or structured capture methodologies
Ability to learn technical and financial concepts quickly
Salary $120,000 per year, depending on experience plus commission structure
