General Description Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.
Performs highly advanced (senior-level) legal secretarial working support for the Enforcement Division of the Texas Department of Motor Vehicles (TXDMV). Provides legal and administrative support for the contested case process and the division’s staff attorneys. Communicates effectively with clients, attorneys, agencies, and the public.
May provide work direction to others in a lead worker capacity.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Duties Effectively works with the attorney staff to prepare, review, and edit legal correspondence and other legal documents as directed and within Standard Operating Procedures processing guidelines. Assist staff attorneys with monitoring compliance with agreed orders.
Monitors and logs incoming correspondence and processes documents related to case litigation on Motor Vehicle and Motor Carrier cases. Determines appropriate handling and tracks status of required responses.
Enters and retrieves data using a case management database system to create work documents, initiate case activities and maintain case notes.
Processes and prepares motions for attorney review and signature and forwards appropriate documents to the State Office of Administrative Hearings (SOAH) on behalf of TxDMV in a timely manner. Assists attorneys with organizing trial and hearing materials and coordinating with SOAH on docketing hearings.
Timely prepares notices and communicates with Respondents. Files pleadings with courts. Redacts and bate stamps exhibits. May verify citations, quotations, footnotes, and references for accuracy. Assists in the preparation of policy guidelines for legal and/or court services.
May assist judges and attorneys with case management and docket control.
Reviews legal publications and performs database searches to identify laws and court decisions relevant to pending cases.
Provides the highest level of internal and external customer service when providing a verbal or written response to all inquiries related to litigation on enforcement cases. Interprets and relays rules, regulations, policies, and procedures for internal and external customers in a responsive and courteous manner.
May assist staff attorneys with answering telephone calls, providing basic legal assistance, and routing calls to appropriate parties.
May maintain and coordinate a mediation appointment calendar with attorneys and respondents as requested. Prepares notifications and maintains mediation case records.
Prepares responses to legislation inquiries and open records requests.
May serve as lead worker providing direction and training to others.
Performs one-time, and/or short-term, or ongoing projects, new activities or reassignment of responsibilities as directed by management. Assists in the preparation of tutorials on technology.
Knowledge, Skills, and Abilities Ability to apply legal practices and terminology, as well as correct spelling, punctuation, grammar, and sentence structure.
Skill in the use of computer and office equipment and reference materials.
Ability to prepare legal correspondence and documents; to maintain files and records; to interpret rules, regulations, policies, and procedures; to communicate effectively; and to serve as lead worker providing direction to others.
Ability to assess situations quickly and make effective decisions under tight deadlines and pressure, even when information is limited or incomplete.
Ability to perform at a high level, identify gaps, and proactively address them to ensure effective outcomes.
Ability to effectively self-manage and measure work by setting clear objectives, assigning accountability, tracking progress and results, and building feedback loops, while leveraging a strong understanding of organizational dynamics, culture, and formal and informal networks to drive outcomes.
Qualifications Minimum Requirements Education and Experience Associate’s degree or equivalent plus four (4) years’ experience as a legal secretary/assistant or working supporting attorneys and experience with Microsoft Word, Adobe, and Excel software. Additional related experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.
