Direct Line is a high growth global technology services company focused on design, integration, installation, maintenance and managed services for data centers and technology companies. We are seeking a highly energetic, result-oriented, hands-on OSP Subject Matter Expert with the ability to work with minimal supervision. The Regional OSP SME oversees planning, design, and implementation of Outside Plant infrastructure for data center projects within a designated region, including fiber optic and copper cabling, conduit installation, and related equipment. This role involves reviewing project plans, assessing means and methods, participating in procurement and bid processes, coaching project teams, and ensuring on-time, on-budget delivery while maintaining safety and quality standards. The ideal candidate has a strong OSP construction background, especially in fiber network deployment and data center infrastructure, and can manage complex projects, foster team growth, and communicate effectively. This position collaborates with onsite project managers, supervisors and foremen to coordinate workforce planning, resource dissemination and field operations oversight, while ensuring safety, quality, and regulatory compliance, and understanding of the union contract.

Travel: 50-75% expected. Candidates may be based in or around New Albany, OH; Ashburn, VA; or Charlotte, NC.

What You’ll Do

Must be willing to travel for extended periods of time depending on project location.

Technical Oversight and Quality Assurance:

Review scope of works and assist in developing execution plans for OSP infrastructure, including fiber and copper cable plants, connections, conduits, and supporting infrastructure.

Review engineering, design implementation plans and project drawings to ensure alignment with industry standards and project requirements.

Perform regular quality checks to guarantee adherence to specifications and quality standards.

Provide expert advice on troubleshooting and resolving complex OSP construction issues.

Develop and implement best practices for OSP construction.

Means and Methods Review:

Develop, analyze and evaluate proposed OSP construction for efficiency, cost-effectiveness, and safety/compliance with environmental standards.

Define and recommend optimal installation techniques considering terrain, environmental conditions, and budget constraints.

Ensure proper installation and protection of critical OSP components, buried infrastructure, sub-ducting, and fiber optic cabling.

Bid and Resource Management:

Participate in the bid process for OSP construction projects and assist in evaluating proposals and resource allocation.

Provide recommendations on resource, equipment, and material selection based on quality, cost, and standards.

Coaching and Mentoring

Coach and mentor OSP field crews, Supervisors, Foremen, technicians, and project teams on best practices and industry knowledge.

Provide constructive feedback and support to enhance performance and professional development.

Conduct regular site visits and communicate work order changes to the PM; assist in managing project close-out activities (testing, as-builts).

Lead workshops and presentations to share expertise and facilitate knowledge transfer.

Compliance and Safety

Ensure all OSP construction activities comply with local, state, and federal regulations, including environmental, safety, and building codes.

Implement and enforce safety protocols to maintain a secure work environment for all personnel.

Oversee inspections, audits, and site reviews to ensure compliance with regulatory and security agencies.

What You’ll Need

10+ years related experience or equivalent role

OHSA 30 certification

Must meet Motor Vehicle Record requirements

Excellent communication skills

Must meet badge and client access requirements for jobsite

Familiar with construction management software as needed

Proficiency with Microsoft Office

Proficient in understanding building plans and specifications

Team player with field supervision, project management and company administration experience

Good understanding of building systems

Knowledge of safety standards and regulatory issues

Ability to plan and organize a team effort

Good client management and morale-building skills

Capacity to motivate, lead and boost team morale

Effective time management and decision-making abilities

Ability to handle pressure and travel extensively across multiple sites

Strong focus on quality and safety

Self-starter with leadership capability
