Job Summary The Proposal Manager leads the end‑to‑end development of high‑quality, efficient, and compelling responses to RFQs/RFPs across multiple regions. This role partners closely with sales, preconstruction, operations, and executives to build winning pursuit strategies, craft persuasive narratives, and deliver polished proposals and interview presentations that reflect Loenbro’s brand, experience, and value and secure targeted win rates. The ideal candidate thrives in a deadline‑driven environment, excels at cross‑functional coordination, and understands the nuances of the AEC pursuit lifecycle.
Essential Job Responsibilities
Lead the full proposal process for RFQs/RFPs, ensuring compliance and high‑quality submissions
Develop pursuit strategies, win themes, and tailored content in collaboration with sales and operations teams—including proposal sections, resumes, project sheets, & required forms
Prepare interview materials and support teams with presentations and practice sessions as needed
Collaborate with team members to create and maintain a repository of clear/compelling companywide information for widespread use by proposal team & internal stakeholder groups
Work with cross functional groups to establish consistent brand standards for proposal deliverables
Guide junior proposal writers to success through hands‑on training, mentorship, and sharing of best practices
Specific Job Responsibilities Pursuit Strategy & Intake
Collaborate with sales/business development, operations, and management to clarify requirements, risks, and win themes
Develop proposal workplans, schedules, and content outlines aligned to selection criteria
Facilitate kickoffs, interviews/strategies, and message alignment with company subject matter experts (SMEs) and establish/enforce SME review deadlines for sales, management, and operations
Proposal Development
Manage the full proposal lifecycle (RFI/RFQ/RFP): compliance matrix, writing, editing, layout, QC, and production
Translate technical input into clear, client‑focused narratives, differentiators, and case studies
Customize resumes, project sheets, org charts, safety/QA/QC narratives, and methodology sections
Coordinate partner/subconsultant inputs, forms, and certifications; ensure all forms are complete and all addenda are completed and communicated to the project team
Content & Knowledge Management
Maintain a library of boilerplate content including RFP responses per category, usable infographics, past performance, resumes, and project pages
Implement version control and content governance for accuracy and brand consistency
Gather project outcomes, metrics, and client testimonials to continuously improve content
Operations & Reporting
Track pursuit pipeline, hit rates, feedback, and post‑mortems; report KPIs to leadership
Manage proposal calendars, budgets, and resource plans across simultaneous deadlines
Engage and oversee external resources (writers, graphic designers, print vendors) as needed
Minimum Qualifications
Bachelor’s degree in Marketing, Communications, English, Construction Management, or related field
7-10+ years of proposal management experience, preferably in construction or AEC
Proven ability to manage complex, multi‑volume proposals under tight deadlines
Exceptional writing/communication, editing, and story‑crafting skills (non‑reliant on AI) with strong attention to detail
Proven ability to interpret ITB, RFP, and RFQ requirements to develop the win strategy, scope of work, and all other proposal content/deliverables necessary to meet client expectations
Proficiency with Microsoft 365 (Word mastery, PowerPoint), Canva, Adobe Suite, and SharePoint/Teams
Preferred Qualifications
Experience with CRM and proposal tools
Experience creating graphics/visuals to support the proposal template
Knowledge of construction terminology, delivery methods, and project lifecycles as well as preconstruction workflows
