Overview
Program Support Specialist for Marketing. Entry-level purchasing and procurement work for the Marketing section of the Marketing Public Outreach division. Provide administrative and technical program support to the Director for Marketing and section staff. Work under close supervision with minimal latitude for the use of initiative and independent judgement.
Responsibilities Create and route all requisitions and order merchandise, supplies, and equipment for the section; review requisitions for completeness and compliance; track the status of requisitions and purchase orders; and process receipts of purchases for the section.
Maintain procurement records, both hardcopy and electronic. Update profiles of entities to ensure that information is current and accurate.
Prepare bid design and print specifications for marketing/promotional needs and coordinate with vendors to ensure requested deliverables. Analyze bids, customer/vendor requirements and budget information for purchasing decisions to ensure best value. Monitor contractor and vendor performance and compliance with marketing procurement.
Manage and maintain the section’s inventory.
Provide administrative support for the section including planning and scheduling meetings and/or conferences; maintaining section calendars and deadlines; and assisting with scheduling travel arrangements and preparing travel vouchers for staff, as assigned.
Provide customer service and technical assistance to agency staff and the public; provide timely responses to issues and questions; make recommendations as appropriate. Respond to the GO TEXAN email, answering questions from the public, GOTEXAN members and potential members.
Assist with monitoring and maintaining marketing funding from various sources; monitor and analyze section budgets, cost-recovery efforts, expenditures, and encumbrances to identify issues. Ensure all project budgets are reconciled on a monthly basis.
Assist the Director for Marketing in preparing monthly, quarterly, and annual budget reports; prepare budget amendments as necessary. Assist with the preparation of fiscal information on proposed grants, projects, procurements and legislation as it relates to the section, TDA, and state.
May assist in providing support and technical assistance to Texas producers; develop and establish contacts to promote Texas agriculture industry and other section programs including GO TEXAN; assist with projects from concept to completion. Maintain contact database and records. May attend various functions to promote Texas products, services, and communities, including stock shows, county/state fairs, trade shows, commodity sampling, conferences, webinars, chef/farm tours and other special events.
Follow all TDA policies and procedures. Perform other duties as assigned.
Qualifications Bachelor’s degree (one year of work experience related to the essential duties may substitute for one year of college).
One (1) year work experience providing technical/administrative support.
Work experience providing customer service.
Work experience in preparing and developing reports and/or spreadsheets using MS Excel or similar software.
Knowledge, Skills, Abilities: knowledge of purchasing and procurement methods and procedures, state procurement principles and practices, assigned commodities and products on the open market, supply sources, and principles of business administration and accounting.
Skill in problem solving; providing customer service excellence; and in the use of a computer and applicable software.
Ability to perform arithmetical computations, evaluate bids, develop methods for locating supply sources, maintain recordkeeping, and communicate effectively with vendors and customers.
Physical Requirements and Working Conditions
Normal office work environment; may have exposure to dust and environmental allergens. Mostly sedentary but may involve outdoor work; extensive moving and remaining stationary; walking and standing for long periods; exposure to animals in livestock settings; pulling and pushing; kneeling, stooping and bending; fine motor tasks; lifting up to 30 pounds. May require extended hours and some evenings/weekends. Occasional travel, up to 5%.
Telework
The agency does not offer telework. Employees are required to be physically present for work. Core business hours are 8:00 a.m. – 5:00 p.m., Monday through Friday. Limited customer service between 6:00–8:00 a.m. and 5:00–6:00 p.m.
