Proposal Manager
Location: Santa Ana, CA Shift: Full time 8-5 Employment Type: Full time, direct hire FLSA Status: Exempt Schedule: Monday - Friday About the Role
The Proposal Manager leads the full lifecycle development of competitive proposals for U.S. Government and commercial solicitations within a highly regulated, quality-driven environment. This role partners closely with cross-functional teams including engineering, contracts, finance, and operations to deliver compliant, high-quality submissions aligned with capture strategies and win themes. This is a high-visibility role with strong exposure to leadership and long-term growth potential within business development and capture. Essential Duties and Responsibilities
Lead end-to-end proposal development from RFP release through final submission, including kickoff, scheduling, reviews, and production Develop and manage detailed proposal schedules, ensuring all milestones are met across technical, management, and cost volumes Perform compliance analysis of solicitations and create compliance matrices and structured proposal outlines Coordinate with capture and business development teams to align content with win strategies and key differentiators Facilitate review cycles, track action items, and incorporate feedback into final deliverables Assign responsibilities across proposal teams and ensure accountability to timelines and quality standards Ensure all submissions meet government requirements, formatting guidelines, and deadlines Qualifications
3–6 years of direct proposal management experience supporting U.S. Government and/or commercial proposals Bachelor’s degree in Business, Engineering, Communications, or related field Strong knowledge of FAR/DFARS regulations and proposal compliance requirements Proven ability to manage multiple deadlines and coordinate cross-functional teams Excellent written communication, editing, and organizational skills Preferred: Experience supporting DoD or civilian agency proposals Preferred: Familiarity with MS Project or similar scheduling tools Preferred: Experience coordinating with subcontractors or managing data calls Preferred: Background in capture support or pre-RFP activities Benefits
