Director of Human Resources
for a well established public sector organization in the housing and community services space based in Durham, North Carolina.
This is a critical leadership role responsible for shaping and advancing the human resources strategy for the organization and its affiliated entities.
The Director of Human Resources will serve as a key member of the leadership team, providing strategic direction and operational oversight across all areas of human resources. This includes employee and labor relations, total rewards, workforce planning, organizational development, and HR systems. The role requires a strong understanding of regulated environments, compliance frameworks, and the ability to align HR practices with organizational mission, governance requirements, and long-term strategic priorities.
This position plays an integral role in supporting operational excellence, employee engagement, and community impact within a mission driven environment.
Key Responsibilities
Provide overall leadership and direction for all human resources functions, including employee relations, labor relations, compensation, benefits, training, and HR systems
Ensure compliance with all applicable federal, state, and local employment laws, as well as sector specific regulatory requirements
Act as a strategic advisor to executive leadership and department heads on workforce planning, organizational design, succession planning, and change management initiatives
Lead employee and labor relations efforts, including performance management, disciplinary actions, grievance processes, and interpretation of collective bargaining agreements where applicable
Oversee compensation strategy, job classification frameworks, and salary administration to ensure internal equity and alignment with market conditions
Direct the design, implementation, and communication of employee benefits and total rewards programs
Support leadership in building a high performance, inclusive, and engaged workforce culture
Evaluate and enhance HR systems, policies, and processes to improve organizational effectiveness and efficiency
Lead and support organizational initiatives aligned with long term strategic goals and operational priorities
What Success Looks Like in the First 12 Months
Establish credibility and trust with executive leadership, department heads, and employees by gaining a deep understanding of the organization’s culture, structure, and priorities
Assess and strengthen existing human resources programs, policies, and systems to ensure alignment with organizational goals and regulatory requirements
Provide strategic guidance on workforce planning, organizational design, and succession planning to support both immediate and long term needs
Enhance employee and labor relations practices by bringing consistency, clarity, and proactive leadership to performance management and workplace matters
Evaluate and refine compensation and total rewards programs to ensure competitiveness, internal equity, and transparency
Identify opportunities to improve HR processes, systems, and reporting to drive efficiency and better decision making
Support leadership through change management initiatives, ensuring clear communication and strong employee engagementBuild or further develop a high performing HR function that is seen as a trusted partner across the organization
Requirements Education and Experience
Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field required
Minimum of seven years of progressively responsible experience in senior level human resources leadership
Experience within a public sector, housing authority, or similarly regulated environment is strongly preferred
An equivalent combination of education and experience may be considered
Core Competencies
Strong knowledge of employment legislation, regulatory compliance, and public sector HR practices
Demonstrated ability to operate at both a strategic and operational level
Experience advising executive leadership and navigating complex organizational environments
Expertise in labor relations and collective bargaining environments is considered an asset
High level of professionalism, discretion, and sound judgment
Strong communication, leadership, and stakeholder management skills
