Financial Management Specialist

This position is located in the DEA, Operations Division, Office of Training - Academy Operations Section, Financial Management Unit (OTAF). The primary purpose of this role is to process various types of accounting transactions in the DEA/DOJ accounting system (Unified Financial Management System (UFMS)), perform analysis of financial information using queries and reports, and provide customer support.

GS-09 Qualification Requirements

A.

Have at least one full year of specialized experience equivalent to work performed at the GS-07 grade level. Assist in performing a variety of financial and budget related functions and administrative work in connection with financial and accounting systems within an office.

Review documents for valid budget expenditure limitations, completeness, and correctness of all financial data.

Respond to basic financial and accounting issues and inquiries.

Monitor and maintain financial transactions.

Ensure funds are safeguarded against fraud, waste, and abuse.

B.

Education: Have a Master’s or equivalent graduate degree, or two (2) full years of progressively higher‑level graduate education leading to such a degree; or LL.B. or J.D. if related.

C.

Combination of Education and Experience: A combination may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide total months of experience by 12, then divide total completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18, and add the two percentages.

GS-11 Qualification Requirements

A.

Have at least one full year of specialized experience equivalent to work performed at the GS-09 grade level. Assist in managing an organization's financial operations and related administrative support.

Process various types of accounting transactions into automated financial management systems.

Perform analysis of financial information using queries and reports.

Interpret and explain financial legislations and procedures to customers.

Identify and resolve recurring issues related to financial and accounting transactions.

Monitor and maintain financial transactions.

Ensure funds are safeguarded against fraud, waste, and abuse.

B.

Education: Have a Ph.D. or equivalent doctoral degree, or three (3) full academic years of graduate level education leading to such a degree; or LL.M. if related.

C.

Combination of Education and Experience: A combination may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide total months of experience by 12, then divide total completed graduate semester hours beyond the second year (total graduate semester hours minus 36) by 18, and add the two percentages.
