Classification Summary

Primary fiduciary responsibilities include preparing and monitoring departmental budgets, producing complex financial reports, and ensuring compliance with governmental accounting regulations.
Series Level

Fiscal Analyst – stand alone position.
Essential Functions

Serve as liaison between assigned departments and internal fiscal departments.
Participate in budgeting process for assigned areas: review and analyze expenditures and revenues, monitor budget expenditures, prepare final budget documents, and deliver presentations to the Mayor and City Council.
Analyze, reconcile, and validate financial data across accounts receivable, payable, payroll, position control, billings, revenue, fees, purchasing card statements, and capital budgets.
Prepare financial documents and related items such as vouchers, requisitions, personnel action forms, purchase requests, and blanket orders.
Recommend and implement changes to standard operating procedures and policies related to fiscal activities.
Prepare, review, analyze, and submit complex reports, reconciliations, work papers, sales tax statements, and other financial communications.
Participate in designing and implementing budgeting, forecasting, and reporting systems.
Coordinate tracking of asset and inventory management activities for assigned responsibilities.
Compile and prepare financial information for audits.
Organize, prepare, and review budget and grant documentation; implement revenue and expenditure coding; review expenditure and fund requests for compliance; and reconcile budget expenditures.
Resolve complex account analysis problems with in-depth research.
Audit, compile, calculate, and analyze financial data and transactions.
Prepare financial projections and conduct forecasting for future departmental needs.
Lead other staff by assigning, scheduling, and monitoring work; coordinate assignments and provide direction.
Participate in meetings, committees, or groups to receive and convey information.
Meet regular attendance requirements and maintain good interpersonal relationships.
Accomplish essential functions with or without reasonable accommodations.

Minimum Qualifications

Bachelor's Degree in Finance, Budgeting, Accounting, or related field and at least one (1) year of experience involving analytical research and reporting of complex financial data, or equivalent combination of education and experience.
Knowledge and Skills

Knowledge of budgeting, cost accounting, mathematical concepts, governmental accounting principles, automated financial software, and federal/state/local regulations.
Skill in using computer applications to prepare financial statements and reports; reviewing and analyzing data for accuracy; applying laws and regulations; reconciling fiscal accounts; making sound recommendations; preparing forecasts; and communicating effectively with coworkers, supervisors, and the public.
Physical Demands

Work requires reaching, fingering, grasping, talking, hearing, seeing, repetitive motions, and prolonged computer use.
Work Environment

Sedentary work with occasional lifting of up to 10–15 pounds.
