Position Overview:

Praescient Analytics is seeking a

Senior Messaging Manager

to provide critical oversight of the operating status, functionality, and message profile support for Army Intelligence messaging solutions. This role supports the Data Capabilities Division (DCD) and involves managing high‑stakes intelligence traffic across multiple networks.

Key Responsibilities

System Oversight:

Maintain responsibility for the configuration, monitoring, and integration of DCD/Army messaging solutions, including the Army Multimedia Message Manager (M3), Army Intelligence Data Platform (AIDP), and Message Processing System (MPS).

Performance Monitoring:

Conduct regular status and functionality checks of messaging services across all networks to confirm customer accessibility and usability.

Traffic Integrity:

Verify that hosted message traffic is authorized on destination networks and remains compliant with IC/Security Markings Program (SMP) classification and releasability standards.

Incident Management:

Monitor message traffic for anomalies and report significant feed inconsistencies or operating errors to Government leadership within three hours of discovery.

Documentation & Training:

Establish and maintain the DCD Messaging Services User Guide and relevant SOPs, conducting a comprehensive review of these materials at least once every six months.

Team Leadership:

Lead a team and manage work tasks for subordinates involved in intelligence planning, collection, processing, and dissemination.

Stakeholder Engagement:

Serve as the primary broker and point of contact for incoming message traffic feedback, inquiries, and RFIs from supported customer organizations.

Required Qualifications

Messaging Expertise:

Minimum of 2 years of demonstrated experience using the Multimedia Message Manager (M3), conducting profile management, and monitoring message traffic for anomalies.

Leadership:

At least 4 years of experience leading teams and managing tasks in an intelligence‑related discipline.

Intelligence Operations:

Demonstrated experience in foreign disclosure, intelligence dissemination, or delivering professional briefings to diverse audiences.

Technical Writing:

Proven ability to draft and maintain complex documentation, including Standard Operating Procedures (SOPs), incorporating text and graphics to convey technical concepts.

Certifications

Current DoDD 8140.01 (formerly DoDD 8570.01‑M) certification – IAT Level II (or higher). Examples include: CompTIA Security+ CE, CompTIA CySA+, CompTIA Cloud+, GIAC Security Essentials Certification (GSEC), GIAC Certified Incident Handler (GCIH), Cisco Certified Network Associate (CCNA), Certified Ethical Hacker (CEH).

Education (Desired)

Bachelor’s degree in an area related to the labor category from an accredited college or university.

Alternative: Associate degree with 7 years of intelligence experience or a High School Diploma with 9 years of intelligence experience.
