  • Direct the planning, design, analysis, evaluation, selection, implementation, administration, and communication of the district’s Total Rewards Program. Strategically align the Total Rewards Program with the Dallas ISD recruitment, retention, and other business objectives. Evaluate and analyze the effectiveness of the Total Rewards Program and develop recommendations to enhance and improve its impact on employee recruitment and retention.
  • Direct and manage the activities of the department following district policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems.
  • Develop a comprehensive annual communications plan and maintain and enhance the Benefits website.
  • Direct the administration of the Americans with Disabilities Act (ADA) and chair the Benefits Review Committee ensuring compliance with statutory and regulatory requirements.
  • Develop Request for Proposals (RPF) for benefit plans as needed. Manage, review, and direct the evaluation, negotiation, and recommendation for changes to meet the district’s business objectives. Approves recommendation to management.
  • Monitor the effectiveness of benefits programs and ensure successful and effective execution of programs within the scopes of the various contracts.
  • Evaluate and monitor the performance of all health and welfare and retirement benefits providers. Direct the administration of the wellness program.
  • Direct the overall administration of the total leave of absence management program.
  • Perform all other duties as assigned.
  • Bachelor's degree from an accredited university in HR, Business Administration, or Public Administration.
  • Master's degree from an accredited university in HR, Business Administration, or Public Administration preferred.
  • 10+ years in direct experience.
  • 5+ years of supervisory experience.
  • Proficiency with MS Office.
  • Knowledge of applicable state and federal law and District policy.
  • Excellent verbal and written communication skills.
  • Expertise in strategic planning, budgeting, and performance analysis.
