The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. TPM’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways.
We draw on the expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
The Deputy Director of Quality Control for DOT’s Pavement Safety Markings Program (PSM) will work under the direction of the Director of Quality Control with wide latitude for independent initiative, judgment, and decision making. The Deputy Director will perform work in the planning, implementation, coordination, monitoring, and evaluation of quality management methodologies related to the PSM. Responsibilities include creating, modifying, and implementing quality control processes and procedures to ensure contract compliance and quality objectives; organizing and supervising the day‑to‑day activities of the quality control team, including inspection and testing of pavement marking installations, collecting samples of pavement marking materials, reviewing contractor payment requisitions for accuracy and completeness, and investigating and resolving quantity variance; developing metrics to monitor and evaluate the work of the quality control team and inspection staff, and providing recommendations to senior management related to corrective action; preparing cost estimates to assist with maintaining the budget for fiscal resources, forecasting the need for change orders, monitoring the liquidated damages clause per contract, and tracking pavement marking installation targets; assisting in the preparation and review of contract specifications; monitoring contractor and vendor performance for contract compliance; participating in change management initiatives related to system improvements and automation technology; and advising senior management on resolving disputes with operational problems and improvements to existing policy and programs.
Preferred Skills Knowledge of quality management systems, project management methodologies, contract payment processing, and contract administration. Highly detail‑oriented with excellent organizational, interpersonal, and communication skills. Strong ability to multitask and work in a team environment.

Hours/Shift: 35 Hours/To be determined
Additional Information: This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Qualifications:
A baccalaureate degree from an accredited college and four years of full‑time satisfactory professional experience in purchasing, procurement, contract administration, or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields.
A combination of education and/or experience equivalent to “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1” above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1” above.
