
Deputy Director of Quality Control, Design and Construction

Overview
To be considered for this position candidate must be serving permanently in the title of Administrative Procurement Analyst, or be reachable on civil service list #3107. The Division of Transportation Planning and Management (TPM) plans and manages safe, efficient, and environmentally responsible movement of people and goods on New York City's streets. TPM’s Design & Construction (D&C) unit provides professional engineering oversight for geometric design, curb geometry, and road markings for NYC’s 6,300+ miles of roads, pavement markings, and related street plans. The Deputy Director of Quality Control for DOT’s Pavement Safety Markings Program (PSM) will work under the Director of Quality Control with broad latitude for independent initiative, judgment, and decision making. The Deputy Director will plan, implement, coordinate, monitor, and evaluate quality management methodologies related to the PSM, and will create, modify, and implement quality control processes to ensure contract compliance and quality objectives. Responsibilities
Organize and supervise day-to-day quality control activities of the team, including inspection and testing of pavement marking installations.
Collect samples of pavement marking materials and review contractor payment requisitions for accuracy and completeness.
Investigate and resolve quantity variance; develop metrics to monitor and evaluate the work of the QC team and inspection staff.
Provide recommendations to senior management related to corrective action and policy improvements.
Prepare cost estimates to support budgeting, forecast change orders, monitor liquidated damages, and track installation targets.
Assist in the preparation and review of contract specifications; monitor contractor and vendor performance for contract compliance.
Participate in change management initiatives related to system improvements and automation technology.
Advise senior management on operational problems and improvements to policies and programs.
Minimum Qualifications 1) A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2) A combination of education and/or experience equivalent to item 1 above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in item 1 above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in item 1 above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in item 1 above.
Preferred Skills
Knowledge of quality management systems, project management methodologies, contract payment processing, and contract administration.
Highly detail-oriented with excellent organizational, interpersonal, and communication skills.
Strong ability to multitask and work in a team environment.
