Classification: Professional Reports to: Superintendent or Assistant Superintendent Evaluation: Evaluations conducted as defined in WV Board of Education Policy 5310 and NCBOE Policy 3220. FLSA Status: Exempt Job Summary: The Director of Transportation and Facilities assists the Superintendent and school administrators to oversee the transportation department and maintenance and facilities of Nicholas County Schools in accordance with federal, state and county regulations. Qualifications: * Master's Degree required. * Administrative/managerial work, to include three (3) years' experience; or an equivalent combination of education, training, and experience. * Previous experience as a Director of Transportation and Facilities preferred. * Broad knowledge of school transportation law and policy as well school system facility operations policies. * Extensive knowledge of the School Building Authority construction and needs projects process and procedures. * Criminal background check per WV Code §18A-5-15c and/or §18A-3-10, as appropriate * Two years of Satisfactory evaluations. Performance Responsibilities: Transportation * Oversee bus operators, mechanics, and other employees assigned to the transportation department. * Provide leadership and support in developing, implementing, and maintaining high quality and safe transportation services. * Coordinates with the Superintendent and the Treasurer to manage budgets effectively. * Oversees and directs prospective bus operators under guidelines as prescribed by the WVDE and Nicholas County policies. * Verifies information such as attendance and payroll submitted by school bus operators, mechanics, and transportation aides, and all other personnel assigned to the transportation department. * Conducts route and bus operator observations for compliance with state and local regulations. * Investigates and responds to requests for bus stops and route changes. * Coordinates training and staff development opportunities for all bus operators and mechanics. * Makes route changes in the event of adverse road conditions or emergencies. * Investigates hazardous road and route conditions and reports to the Superintendent. The successful applicant will be required to drive late at night or very early morning in adverse road conditions to determine if it is safe for students and staff to report to school. * Establishes and maintains professional working relationships with appropriate school personnel. * Establishes good public and employee relations. * Maintains and upgrades professional skills in order to improve the transportation program. * Plans, coordinates, and arranges for appropriate training of staff including staff development opportunities and safety programs. * Develops on-going and long-range vehicle (school buses, county vehicles) replacement schedules. * Communicates with other administrators, personnel, and outside organizations to coordinate transportation needs. * Prepares all required reports and maintains all appropriate records. * Ascertains that all buses are inspected as required. * Oversees that all buses are kept in safe running condition with repairs being made at the School Bus Garage and/or vendors. * Mediates and works to resolve parent and employee concerns. * Authorizes purchases in the transportation department within budgetary limitations and according to county guidelines. * Investigates any accidents, takes appropriate corrective action, and files all required reports. * Monitors, when enrollment levels dictate, in order to realign school boundaries for school bus routes. * Oversees the use of all GPS, cameras, and electronic devises on school buses. * Remains on call for emergency situations. * Monitors all staff in a fiscally sound manner, up to and including approving and signing off on all overtime. * Performs other duties as assigned by the Superintendent or his/her designee. Performance Responsibilities: Facilities * Work with the Superintendent and Board of Education to prioritize facility needs. * Develop long-term and short-term plans for meeting facility needs of the district. * Develop and coordinate appropriate training of staff including continuing education training and safety training. * Plan, coordinate and supervise all projects conducted by maintenance personnel. * Respond to emergency situations during and after hours for the purpose of resolving immediate safety concerns. * Develop cost analysis for all projects. * Establish and maintain the annual budget for the Maintenance Department for presentation to the Superintendent and Chief Financial Officer. * Advertise, interview and recommend maintenance personnel needed to fill vacant or new positions. * Manage environmental services for the district and update annually the asbestos plan and parent notification. * Ascertain that all projects are in accordance with the West Virginia Department of Education policies, SBA policies and procedures, and West Virginia State Code. * Ensure that all construction projects are in accordance with drawings and specifications * Inspect buildings and grounds on a regular basis to determine needed maintenance and repairs * Coordinate with school personnel to receive input on school maintenance needs and/or new construction. * Establish a continuous preventative and energy maintenance program. * Inventory equipment and materials. * Prepare bid packages for bidding equipment, supplies, and materials. * Supervise maintenance personnel and recommend appropriate actions. * Assist in the development of administrative guidelines for maintenance services. * Serve as the district's chief advisor on capital outlay, construction, renovation and remodeling projects. * Coordinate the development of educational specifications for school facilities. * Assist with the selection of architectural and/or engineering firms and contractors for design and construction work. * Provide for the inspection of all construction projects for compliance with building codes throughout all phases of construction and submit required compliance reports. * Coordinate and provide for inspection of improvement and renovation work. * Assist in the planning of educational facilities and the recommendation of priorities. * Assist in preparing an annual comprehensive plan and budget. * Read blueprints and/or schematic drawings and provide necessary directions toward accomplishing task and secure them of operation and design use. * Develop, maintain and monitor procedures to assure compliance with federal, state, and local health and safety related standards. * Coordinate safety and health operations to ensure compliance with regulatory agency standards. * Having a working knowledge of general construction materials, procedures, processes, and best practices. * Assume leadership role in the development of continuing education. * Prepare all necessary county, state, and federal reports. * Serve as the liaison to the School Building Authority of West Virginia. * Attend appropriate local, state, and national trainings and/or meetings. * Work collaboratively with LEA, principals, and teachers. * Establish and maintain effective relationships with students, staff, and community * Prepare accurate reports and business correspondence consistent with the duties of this position. * Oversee all aspects of the Nicholas County Schools Safety program. * Present information and respond to questions from administrators, staff, and the general public. * Performs other duties as assigned by the Superintendent or his/her designee.
