Salary Range:
$27.57 to $34.46 per hour. There is an additional $2.25 per hour premium for the after-hours shift. This is a non-exempt (hourly) position.

Youth and Family Services Division (YFS) of the Department of Social Services (DSS) provides a range of services to safeguard children by strengthening families' protective capacities. The mission of DSS is to strengthen families and communities through a safety‑net of services, collaborations, and hope.
Position Summary
In Youth and Family Services, this Child Welfare Specialist II position provides community‑based services to individuals, groups, families, or communities regarding issues including child abuse, neglect, dependency, delinquency, and adoption. Children and families need mental health, poverty, unemployment, substance abuse, rehabilitation, social adjustment, housing, childcare, or medical care and other life domains. The incumbent is responsible for providing evaluation, case management, counseling, formal and informal comprehensive assessments, and referral services.
The incumbent will also manage the CARES Line (Child Protective Services Hotline), process CPS intake referrals, and screen referrals for potential child abuse, neglect, and dependency.
Shift:
8‑hour shift with rotating schedule: 5:00 pm–2:00 am weekdays and 2:00 pm–11:00 pm every other weekend. Strictly outside of standard business hours.
Essential Functions
Receive reports of suspected child abuse, neglect, and dependence.
Screen reports to determine if CPS has legal authority to conduct an assessment.
Assign response time for CPS assessment initiation.
Assess needs of individuals and/or families and provide individual and group counseling.
Assist clients with completing required paperwork for program eligibility, referrals, or job assistance.
Interview clients to assess situations, capabilities, and problems.
Refer clients to community resources such as job placement, debt counseling, legal aid, housing, medical treatment, and financial assistance.
Arrange supportive services (childcare, homemaker service, prenatal care, substance abuse treatment, job training, counseling, parenting classes).
Determine client eligibility for sponsored programs and financial assistance.
Consult with parents, teachers, and school personnel regarding truancy and misbehavior.
Monitor residential facilities for compliance and investigate complaints.
Arrange medical, psychiatric, and other tests as needed.
Collect supplementary information such as employment records, medical records, or school reports.
Maintain records, documentation, and history of services provided.
Complete court reports and testify in juvenile and adult court hearings.
Develop and review service plans in consultation with clients.
Serve as liaison between students, homes, schools, family services, child guidance clinics, courts, protective services, medical providers, and other contacts.
Work varying shifts including evenings and weekends as required.
Staff shelters in the event of a disaster.
Minimum Qualifications
Experience
Bachelor’s degree in Social Work plus two years of social work experience; qualifying internship; or successful completion of the NC Child Welfare Collaborative program.
Master’s degree in Social Work.
Bachelor’s degree in a related major plus two years of social work experience.
Master’s degree in a related major plus two years of social work experience.
Education
Bachelor's degree in Social Work or related major.
Combination of relevant education and relevant experience accepted.
Licenses and Certifications
Valid North Carolina or South Carolina Driver’s License.
County Driving Privileges.
Annual Motor Vehicle Record (MVR) check required.
Fingerprint clearance within 90 days of hire.
Updated Degree Requirements
Accepts Human Services degrees such as Clinical Social Work, Counseling, Criminology/Criminal Justice, Gerontology, Human Development Learning, Human Services, Psychology, Social Science, Sociology, Substance Abuse Rehabilitation.
