
Compliance Specialist

Overview
The Department of Mental Health (DMH) is seeking a dynamic and detail‑oriented Compliance Specialist to coordinate and conduct all licensing and compliance related activities for vendors and programs. Duties include scheduling and conducting licensing inspections, preparing reports and letters, tracking deficiencies, monitoring self‑preservation issues, and facilitating waiver and license issuance.
Duties and Responsibilities
Coordinate and conduct licensing inspections of community adult residential programs and prepare summary reports based on DMH regulations, policies, and procedures.
Prepare written reports such as deficiency statements, site feasibility assessments, pre‑placement residential program survey reports, and deficiency tracking reports from inspections.
Schedule and conduct validation inspections, review documents submitted to validate correction orders, maintain an automated deficiency tracking system, and issue outstanding deficiency notices.
Review building plans and physical sites proposed as community residential programs, recommend suitability, and liaise with local building, health, and fire officials.
Coordinate the license issuance process, ensuring recommendations and approvals are documented, licenses are executed and mailed, and license numbers and expiration dates are tracked.
Recommend license issuance, denial, revocation, or suspension.
Draft recommendations for waiver approval and facilitate the waiver approval process.
Monitor and report self‑preservation issues, facilitate resolution through technical assistance, corrective action plans, and communication with Area Director, Director of Program Evaluation, and providers to ensure client safety and compliance with building codes and DMH regulations.
Provide technical assistance and training to providers in medical record‑keeping standards for rehab option and DMH license regulation implementation.
Attend assigned committees and statewide licensing staff meetings.
Required Qualifications
Ability to collect and analyze information through questioning, reviewing documents, and providing appropriate recommendations.
Knowledge of general report‑writing methods and ability to produce timely, professional reports.
Demonstrated capacity to exercise superior judgment, manage highly sensitive and confidential information, prioritize, and adjust work assignments to meet changing situations and demands.
Solid written communication skills, including drafting concise, detailed reports through written records, electronic and paper filing.
Ability to establish rapport and work effectively with co‑workers and providers, understanding and applying applicable laws, rules, regulations, policies, guidelines, and specifications.
Ability to organize and deliver effective presentations and trainings.
Preferred Qualifications
Record of utilizing analytical and critical thinking skills to inquire information, reach fact‑based conclusions, and parse policy language effectively.
Proficiency in Microsoft Office applications including Outlook, Word, and Excel.
Fluency in a second language (bilingual or multilingual), given the population served.

Salary $75,311.34 – $109,604.04 yearly
Hybrid Work Option Potentially eligible for a hybrid work schedule.
