Certification in Business Analysis, Lean Six Sigma, or Change Management Familiar with grant management systems or enterprise software Experience with financial system integration projects Knowledge of state/federal government operations and funding processes INTERVIEW PROCESS:

Project Overview:
This initiative includes:
Gathering of system, business, and technical requirements Conducting a feasibility study Designing the future-state system architecture Developing cost estimates for system development/procurement and maintenance The selected Business Systems Analyst will report to the DHS Office of Grants Management Director and collaborate with a contractor team that includes a Project Manager and Systems Architect, as well as a part-time PMO Project Manager for stakeholder engagement.
Role Overview:
The Business Systems Analyst will lead the business process analysis and requirements gathering effort. Key responsibilities include:
Leading stakeholder engagement sessions to identify and prioritize business needs Documenting current-state workflows and data systems Creating future-state process maps and business requirements Drafting functional and technical documentation, including use cases and system specifications Supporting system feasibility and architectural design phases Collaborating with technical teams to ensure business requirements are met Conducting gap analysis, data mapping, and reporting requirements Assisting in system testing and potentially training users Translating complex business needs into detailed user stories, process flows, and specifications Other notables:
Streamline grant application, review, award, and monitoring processes Improve data management, reporting, and decision-making Ensure compliance with state and federal regulations Support communication among staff, grantees, and leadership Integrate with existing financial systems
