Job Description
Under the supervision of the Regional Operations Director of Field for Residential Care, for Child Care Regulation (CCR) in the Regulatory Services Division (RSD) of HHSC, the Residential Care District Director provides advanced senior‑level managerial work, giving direction and guidance in strategic operations and planning. The Director oversees Regions 1, 3, 10, and 11, supervises and manages CCR Residential Care staff, and ensures all regulatory activities comply with laws, rules, policy, and best practice standards while meeting agency and program expectations. The Director develops and supports staff through performance management, training, and developmental opportunities, fosters a collaborative work environment, and ensures HR policies are followed and employment practices are fair and non‑discriminatory.
Key duties include:
- Establishing and maintaining effective working relationships with HHSC and CCR staff and leadership, state and other state agency staff, regulated child‑care providers, and external stakeholders.
- Interacting regularly with the legal and judicial systems, including agency attorneys, the Attorney General's Office, the State Office of Administrative Hearings, District Courts, and private attorneys.
- Representing CCR at business meetings, hearings, trials, legislative sessions, conferences, seminars, boards, panels, and committees.
- Working with minimal supervision, exercising initiative and independent judgment.
- Leading with an innovative mindset and applying continuous process improvement and change‑management techniques.
Essential Job Functions
- Staff development: Manage and develop the performance of employees who report directly to the position and those assigned to the position’s regions.
- Case management and daily operations: Ensure district employees complete case management actions and processed decisions in accordance with the Child Care Regulation Handbook (CCRH), Human Resources Code (HRC), and Texas Administrative Code (TAC).
- Resource management: Accurately manage regional resources.
- Enforcement actions: Ensure regional staff refer operations to RSD Enforcement when required.
- Community engagement: Collaborate with stakeholders to develop community engagement opportunities; ensure staff participate in community activities.
- Professional development: Maintain current knowledge of child development, regulatory practices, health and safety, applicable law, and related fields; develop direct reports and pursue additional training.
- Other duties as assigned.

Initial Screening Criteria
