
PreConstruction Manager - Power Solutions

The Preconstruction Manager supports all project development activities for PPS power delivery pursuits, with a primary focus on high-voltage substations, switchyards, and associated transmission scope. This role provides end-to-end technical leadership, serving as a central point of alignment between engineering, estimating, procurement, and scheduling in the development of pursuit deliverables.
The Preconstruction Manager supports the pursuit strategy and drives scope definition, execution planning, and risk management for the project. This position plays a critical role in schedule development, early procurement planning, early works strategy, and the successful transition from bid to execution.
Success in this role is measured by clarity of scope, efficient team coordination, schedule accuracy, strength of risk management, and the ability to support quality proposals that meet the client’s technical requirements and expectations.
Key Responsibilities
Drive technical project development for assigned pursuits from initial intake through bid submission and award
Serve as a primary coordination point across the internal estimating, engineering, procurement, and scheduling teams
Establish timelines to drive alignment and accountability in coordination with estimating, engineering, procurement, and construction to support successful pursuit outcomes
Scope Definition and Risk Management
Support detailed reviews of RFPs, technical requirements, drawings, and specifications
Identify scope gaps, technical risks, commercial exposure, and execution constraints
Drive the development and review of assumptions, clarifications, and exclusions to clearly define the company’s risk position
Facilitate constructability and value engineering discussions with engineering and execution teams
Schedule and Execution Planning
Partner with schedulers to validate engineering, procurement, and construction logic for project schedules
Lead development of project execution plans in coordination with project management, estimating, procurement, and construction
Lead development of LNTP scopes, early work packages, and cancellation schedules
Maintain alignment between bid schedules, LNTP schedules, and execution schedules
Procurement and Vendor Strategy
Support procurement planning for critical and long-lead equipment
Assist in vendor scope clarification and proposal evaluation
Support review of vendor proposals for technical compliance, scope alignment, and risk
Consult with procurement to develop mitigation strategies related to lead times, escalation, and availability
Transition to Execution
Lead LNTP handoff meetings to ensure project teams fully understand scope, risks, assumptions, and constraints
Ensure team project development decisions, commitments, and risk positions are clearly documented and communicated
Support early execution planning to enable a smooth and controlled project startup
Continuous Improvement and Standards
In coordination with the proposal team, capture lessons learned from wins and losses and incorporate them into future pursuits
Support development and refinement of PPS SOPs, templates, and tools
Promote consistency, quality, and accountability across all project development deliverables
Required Qualifications
2-5 years of experience in power delivery engineering or project development
Direct experience with high-voltage substations, switchyards, or transmission line projects
Strong understanding of EPC and design-build delivery models
Proven ability to lead cross-functional teams and drive alignment
Strong technical aptitude with the ability to translate design and scope into executable plans
Excellent written and verbal communication skills
Preferred Qualifications
Bachelor’s degree in engineering, construction management, or a related field
Professional engineering license or equivalent technical credential
Experience supporting LNTP strategies and early procurement planning
Familiarity with utility‑scale renewable interconnections and grid infrastructure
Experience working with integrated pursuit schedules using Primavera P6
Demonstrated success supporting complex, multi‑disciplinary pursuits
