Position Summary
King County Housing Authority (KCHA) is seeking two Property Specialist positions to support its Bellevue locations: College Place and Spiritwood Manor. These subsidized housing properties serve families, seniors age 55+, and persons with disabilities. The Property Specialist provides customer service and administrative support, working onsite with tenants and property staff.
Responsibilities
Assist a diverse tenant and applicant population by answering questions, taking complaints or requests for work orders, and referring tenants as necessary.
Process tenant files and perform administrative and office support functions.
Process continuing eligibility for housing assistance, calculate rent based on program requirements, and submit information to the Senior Property Manager for approval.
Document and maintain case files and online records.
Enter, track, and close maintenance work orders and time records for property staff.
Serve as the main point of contact for walk‑ins, phone calls, and e‑mail; greet applicants, tenants, and visitors; explain processes and procedures; answer questions; make recommendations and refer to appropriate departments.
Process annual and interim reviews of tenant eligibility to ensure compliance with HUD regulations, track and process completion with tenants, verify income, criminal history, and landlord history, calculate household income to determine tenant rent, and complete tax‑credit paperwork.
Manage and maintain resident files and records; ensure timely scanning and indexing; track outstanding purchase orders.
Perform tenant accounting: authorize adjustments to tenant accounts, security deposits, rent changes, retroactive billings, and maintenance charges.
Coordinate with vendors; schedule services; create purchase orders; take work orders from tenants; alert maintenance staff; assist in inspections; schedule routine repairs and testing (fire extinguishers, alarms, back‑flow, storm‑water catch basin, pest control).
Process move‑outs: schedule inspections; prepare charges and move‑out statements; coordinate move‑in dates; create packets for new move‑ins; schedule lease signing; process move‑in in the computer system; receive and process transfer requests.
Required Qualifications
High School Diploma or GED.
Less than one year of experience in customer service, public office, housing, or tax‑credit programs, or an equivalent combination of experience and education.
Required Knowledge, Skills and Abilities
Experience maintaining records and performing data entry with high accuracy.
Proficiency with MS Office (Word, Excel, Outlook) and the Internet.
Strong written and verbal communication skills.
Excellent organizational skills, including prioritizing, ensuring accuracy, multi‑tasking, and handling interruptions.
Ability to work positively with individuals of diverse cultural and socioeconomic backgrounds.
Critical and creative thinking, data interpretation, and problem solving.
Basic mathematical calculation ability.
Maintain confidentiality.
Special Requirements
Consent to and pass required assessments.
Consent to a criminal records background check.
Access to reliable transportation; may need occasional travel to KCHA properties and sites.
Salary & Benefits
The starting hourly salary range is $32.98–$37.93, depending on qualifications and experience; the full range is $32.98–$42.88. Performance‑based merit increases and COLAs are reviewed annually. Physical Requirements
Frequent exertion up to 10 pounds, occasional up to 25 pounds; standing, sitting, walking, stooping, kneeling, crouching, or crawling required. Personal protective equipment may be required.
