Assistant Community Manager
The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. The role includes managing delinquency and rent collection, supervising all aspects of personnel, leasing, maintenance, financial, administration, and risk management in the absence of the Community Manager. The position requires on‑site leadership, ensuring compliance with company policies, safety, fair housing guidelines, and liability concerns.
Responsibilities
Minimum of 1 year experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA), USDA Rural Development, HCD, HOME Funds, and Bonds.
Affordable housing accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other applicable designations preferred but not required.
Essential Duties and Responsibilities
Financial Management
Post all payments and income received from applicants, residents, and non‑current residents accurately, timely, and efficiently.
Process and reconcile daily account receivables.
Monitor and follow up on bad debt, including preparation of late notices, resident and guarantor contact, and filing evictions.
Help the property meet budgeted revenues, expenses, and Net Operating Income.
Post all charges to resident and non‑current resident accounts, including bill back of utilities where applicable.
Perform end‑of‑the‑month closing procedures and reporting.
Maintain accurate and organized records; audit resident files to ensure accurate records.
Walk units and post all move‑out charges, statements, and security deposit refunds.
Personnel Management
Regular/daily onsite attendance is required.
Screen, hire, train, coach, and develop onsite staff using consistent techniques and company directives.
Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks.
Promote harmony and quality job performance of staff through support and effective leadership.
Ensure staff compliance and consistency with Company policies and procedures.
Manage strategic leasing: ensure staff leasing techniques are effective, follow‑up procedures met, and leasing documentation is accurate.
Implement marketing strategies and systems put in place by the annual marketing plan.
Handle resident complaints, concerns, and requests to ensure resident satisfaction.
Develop and implement resident retention programs (e.g., resident functions, special promotions, monthly newsletters).
Effectively show, lease, and move in prospective residents.
Administrative Management
Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff.
Maintain property appearance and ensure repairs are completed on a timely basis (requires regular property inspections and tours).
Assist with supervision of all business functions related to operations.
Plan for and utilize property resources, equipment, and supplies economically, obtaining bids/pricing from vendors, dealing with inadequate service, etc.
Education and Experience
High School Diploma or Equivalent; Bachelor’s degree preferred; or two years experience in the housing industry; or one to two years related experience and/or training.
Ability to understand and perform all onsite software functions; basic computer skills required.
Basic knowledge of Fair Housing Laws and OSHA requirements.
Physical Requirements
Requires remaining stationary, often standing or sitting for prolonged periods; repeated wrist, hand, and finger motions; assessing accuracy and neatness of work.
Requires moving around to accomplish tasks or move between work sites.
Requires ascending/descending ladders, stairs, scaffolding, ramps, step stools; working in tight and confined spaces; overhead work; reaching; moving objects up to 25 lbs; operating machinery, power tools, motor vehicles, or golf carts; working overtime, weekends, night hours, in small/enclosed spaces, flat and uneven terrain, low or high temperatures; outdoor environments with precipitation and wind; and exposure to hazardous chemicals.

Compensation decisions are based on skill set, background, training, certifications, and other factors. The offer will be contingent on relevant experience. Salary Range: $16 per hour to $19 per hour
