THE POSITION

DESCRIPTION OF WORK
This role supports fiscal operations for categorical programs within the Drug and Alcohol Department of the Wayne County Human Services Agency. The work follows established policies and procedures and helps ensure accurate records and compliance across programs. As a County Fiscal Officer 1, you will perform the following duties:
Financial Reporting:
Assist in preparing monthly fiscal reports to monitor expenditures and contracted providers
Compliance Coordination:
Interact with provider agencies and staff to ensure compliance with contracts, grant requirements, and regulations
Ledger Management:
Use accounting records and supporting documentation to post-entries to the general ledger and prepare and post adjustments to correct or close accounts
Funds Reconciliation:
Monitor, reconcile, and correct funds while processing transactions
Accounts Processing:
Handle accounts payable processing, payroll and fringe benefit allocations, and monthly reconciliations
Budget and Audits:
Track budgets, prepare for audits, and prepare and analyze invoices and fiscal reports for Drug and Alcohol and System of Care programs
Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
You may have overnight travel or out of county travel for meetings or training.
You may have irregular hours, including evenings, weekends or holidays.
Telework:
You will not have the option to telework in this position.
Salary:
In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Two years as a Fiscal Technician and six college credits in accounting;
or
Five years of bookkeeping experience and six college credits in accounting;
or
Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting;
or
One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting;
or
An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

Legal Requirements:
You must pass a background investigation.
A conditional offer of employment will require a drug screening.
This position falls under the provisions of the Child Protective Services Law.
Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
