Under the direction of the Web Applications Bureau, Information Technology Supervisor II (IT Sup. II), the Information Technology Specialist I (IT Spec. I) is will perform software development and support for Web Application Projects. Using iterative development methodologies, the IT Spec I is responsible for requirements capture, analysis, service re-design, development, configuration, implementation and support of the Web Applications and maintenance of software systems of the business application services. The primary duties of the IT Spec. I or IT associate lie within the Software Engineering Domain.
This position will be expected to perform,
Frontend Development: Assist in designing and developing user interfaces for web applications using Angular, Blazor, HTML, CSS, and JavaScript. Implement responsive design principles to ensure compatibility across various devices and screen sizes.
Backend Development: Support backend development tasks such as writing server-side code, implementing database functionality, and integrating with APIs using but not limited to: C#, Java, VB, SQL server.
Application Maintenance: Perform updates and maintenance tasks on existing web applications. This may include fixing bugs, optimizing performance, and updating content or features as needed.
Collaboration: Work closely with other team members to deliver high-quality web solutions. Participate in team meetings, provide input on technical decisions, and collaborate on project planning and execution.
Documentation: Create and maintain technical documentation for web applications, and development processes. Document code, APIs, and system architecture to facilitate future maintenance and collaboration.
Customer Support: Provide technical support to clients or end-users who encounter issues with applications that Web Applications Bureau (WAB) supports. Respond promptly to inquiries, troubleshoot problems, and offer solutions or workarounds as needed.
Working Conditions
This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers’ markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. For positions advertised in more than one location, headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
4 years of web application development experience using Microsoft technology stack (Visual Studio, C#, .NET framework, .NET core, SQL Server, Internet Information Services, Azure DevOps).
UI development experience using technologies like Angular, React and MS Blazor.
Working knowledge of Agile development practices.
Experience in gathering business requirements.
Strong interpersonal and analytical skills.
Ability to work independently with multiple priorities and under pressure of critical time demands.
