Job Description

As the Human Resources Clerk/Technician, you’ll help power the workforce behind patient care—facilitating onboarding and in-processing, maintaining critical records, and delivering high-quality service for our travelers, vendors, and contractors. You'll be part of our welcoming committee, assisting them before they start in their new roles at our facilities.

Key Responsibilities

Lead and coordinate onboarding and in-processing for non-employee populations (e.g., travelers, vendors, contractors, volunteers, students, and providers), ensuring all requirements are completed prior to start.

Support new hire onboarding processes, including document collection, background checks, drug testing, ID badge creation, system access setup, and orientation presentations.

Maintain, verify, and process personnel records and HR documentation, ensuring accuracy, completeness, and strict confidentiality.

Provide guidance on HR policies, procedures, and regulatory requirements to employees, leadership, and external stakeholders.

Assist with employment verifications, HR transactions, reporting, recordkeeping systems, general office customer service, and special projects, including event coordination and regional support, as needed.

Education and Experience

One (1) year of progressively responsible general office or clerical experience required; human resources experience preferred.

Office experience involving application of HR rules, regulations, procedures, and program requirements:

HR Clerk IV: 2 years

HR Clerk V: 3 years

HR Technician VI: 4 years

High school diploma preferred; completion of an associate or bachelor's degree may substitute for required experience at the HR Clerk IV level.

Desired Skills and Qualifications
Strong customer service and communication skills; ability to handle confidential information with discretion; working knowledge of HR policies and procedures; proficiency in Microsoft Office and other software (Word, Excel, Publisher, or similar); ability to interpret and apply rules, regulations, and collective bargaining agreements; and comfort working in a fast-paced, service-oriented environment.

Shift Details
Must be available to work shifts, weekends, and holidays as necessary based on hospital operations. Services are provided 24/7.

Pre-Employment Health Requirements
Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers shall be borne by the Hawaii Health Systems Corporation.

Pre-Employment Assessments for External Candidates
As part of the recruiting process for this position, external applicants not employed by HHSC’s East Hawaii Region are required to complete pre-employment assessments shortly after application submission. Candidates will receive an email containing assessment instructions and are expected to complete the assessments within two days of receipt of the request.
