Summary
Serves as the Administrative Officer for the Logistics Service in a VA Health Care System (VA HCS) and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Logistics programs and activities across the full jurisdiction of the health care system. The Administrative Officer coordinates and implements all the administrative activities of the service.
Qualifications
To qualify for this position applicants must meet all requirements by the closing date of this announcement – 05/04/2026. Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date of this announcement. For a GS‑9 position you must have served 52 weeks at the GS‑7. The grade may have been in any occupation – but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year it may not clearly demonstrate your one‑year time‑in‑grade – as required by the announcement. In this instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade.
Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS‑7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include – but are not limited to: providing overall administrative management for the service; interpreting administrative policies – developing local policies and defining administrative requirements; overseeing all aspects of human resources requirements; providing advice pertaining to the procedures, laws, regulations and policies dealing with recruitment, employee/labor relations, training and other human resource functions; managing budget formulation and execution for a changing budget of administrative expenses; serving as a purchase card holder and approving official for equipment and commodities procured; preparing budget estimates and identifying changes as needed; space planning – property management – procurement and supply administration: acting as the Contracting Officer Representative for multiple short and long term service contracts; preparing procurement requests and evaluating proposals for work; maintaining records; establishing and overseeing procedures for the receipt, review and follow‑up on requisitions for purchases; responsible for space request and coordinating movements with other offices.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent degree. Or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related. Combination: Applicants may also combine education and experience to qualify; you must have successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. A copy of your transcript is required if using education combined with specialized experience.

Duties
Serves as the Administrative Officer for the Logistics Service within the VA Health Care System with administrative responsibility, accountability, and oversight for the Logistics programs and activities.
Administrative Management: provide overall administrative management for the service, interpret administrative policies, develop local policies and define administrative requirements, provide advice to supervisors, monitor performance and suspense actions, monitor training completion and accomplishments of all staff, coordinate security clearances and access for visitors and contractors as necessary.
Human Resources/Personnel Management: oversee all aspects of human resources requirements, provide advice pertaining to procedures, laws, regulations and policies dealing with recruitment, employee/labor relations, training and other human resource functions, prepare and review position descriptions to ensure accuracy and adequacy, track current and projected personnel actions, complete and review reports and identify deficiencies or discrepancies, ensure performance ratings are completed and submitted accordingly.
Budget/Fiscal: manage budget formulation and execution for a changing budget of administrative expenses, serve as a purchase card holder and approving official for equipment and commodities procured, prepare budget estimates and identify changes as needed.
Space Planning – Property Management – Procurement and Supply Administration: act as the Contracting Officer Representative for multiple short and long term service contracts, prepare procurement requests and evaluate proposals for work, maintain records, establish and oversee procedures for the receipt, review and follow‑up on requisitions for purchases, be responsible for space request and coordinate movements with other offices when necessary, ensure the service is adequately stocked with office supplies.
Perform other related duties as assigned.
Work Schedule: 7:30‑4:00 Monday‑Friday (subject to change depending on the needs of the SS).
