Summary
DHS is looking for a motivated and detail-oriented individual to serve as Deputy Finance Officer. The Deputy Finance Officer is a strategic partner within DHS, part of the leadership team in the Office of Budget & Finance, and will assist in administering a nearly eight-hundred-million-dollar budget while leading and supervising the DHS accounting team.
Key Responsibilities
The Deputy Finance Officer will assist the Chief Financial Officer in leading all aspects of the Department’s financial activities across functional areas including accounting, financial reporting, audits, provider reimbursements, budget, and internal controls. Responsibilities include grants management, rate setting, developing reimbursement methodologies, auditing cost reports, oversight of accounts payable, managing accounting and financial reporting, cost allocations, developing annual budget requests, analyzing revenues and expenditures, and monitoring internal controls.

A bachelor’s degree in accounting or related business degree with coursework in accounting and management experience; a Master of Professional Accountancy or a Certified Public Accountant designation is beneficial but not required.
Knowledge Of
Generally Accepted Accounting Principles (GAAP).
Principles and practices of public fiscal administration and budget techniques.
Computerized accounting software, including the state’s accounting system, Microsoft Excel, Word, Query, and other desktop tools.
Governmental accounting.
Accounting and reporting systems.
Skills
Work collaboratively with diverse groups on fiscal and policy issues.
Supervise and manage people.
Build strong teams.
Clearly present complex information to various groups.
Abilities
Direct revenue and expenditure analysis, including financial, trend, and economic analysis.
Interpret and apply policies, business practices, and federal and state laws and regulations.
Develop recommendations to improve efficiency and effectiveness.
Lobby and testify before committees of the South Dakota Legislature on fiscal matters.
Fill in for the CFO as needed to represent the department.
