Eligibility Advisor III – Temporary
Job Overview
This temporary position, expected to end on August 31, 2027, supports the Texas Health and Human Services Commission’s Access and Eligibility Services division. The Advisor assists Texans in need of food, medical care, cash assistance, and other social services by determining eligibility for various public assistance programs.
Key Responsibilities
Perform complex technical, administrative, and management work for a direct delivery unit.
Complete unit reports, special narrative and statistical reports, and respond to high‑profile client complaints.
Mentor and train new staff; offer direction, support, and feedback; act as supervisor when the unit supervisor is absent.
Review case records to validate eligibility determinations and conduct case reviews.
Initiate, monitor, and manage service‑improvement projects and report on activities.
Interview clients, verify financial and other information, and determine or re‑determine eligibility for SNAP, TANF, Medicaid, and MEPD programs.
Provide general information and assistance to clients regarding programs and the application process.
Review suspected fraud cases and refer them to investigators.
Apply complex policies and procedures to ensure compliance with state and federal regulations.
Reassign to the On‑the‑Job Training unit as needed.
Travel up to 40% of the time.
Essential Job Functions
Review case records to identify trends and recommend corrective action.
Assist in interpreting policy, training new workers, and completing unit reports.
Support unit activities including case reading, troubleshooting, second‑level reviews, and OJT assignments.
Develop standards or procedures for assigned areas.
Interview applicants and recipients to obtain financial and personal information.
Evaluate data from electronic sources and enter information into a computer‑based eligibility system.
Meet agency performance standards for case processing and benefit authorization.
Process work in accordance with regulations and established procedures, guidelines, and timeframes.
Attend work on a regular, predictable schedule according to agency leave policy.
Perform additional duties as assigned, including acting in the supervisor’s absence.
Work overtime, weekends, and outside normal hours when required.
Work in a highly stressful, fast‑paced environment under constant pressure to meet deadlines.
Knowledge, Skills & Abilities
Eligibility programs, requirements, and policies.
HIPAA and tax‑sensitive information regulations.
Interviewing techniques for obtaining personal information and resolving conflicting statements.
Handling and resolving complex case issues.
Use of automated data systems.
Effective verbal and written communication.
Screen applications, verify eligibility criteria, and determine case dispositions.
Interpret and apply agency, state, and federal rules, regulations, policy, and procedures.
Develop and establish effective working relationships.
Evaluate performance issues and identify problems with alternative solutions.
Qualifications
High school diploma or GED equivalent required.
60 semester hours from an accredited college or university or two (2) years of customer service experience as an alternative.
At least twelve (12) months experience as an Eligibility Advisor (e.g., Texas Works Advisor, Medical Eligibility Specialist, Hospital‑Based Worker).
Within the last two years, experience in SNAP, Medicaid, or MEPD policy and procedures required.
Experience with manual and/or automated systems for eligibility determination for SNAP, TANF, Texas Works, Medicaid, and MEPD preferred.
Experience with TIERS and EWMS preferred.
Experience evaluating case records relative to agency standards for quality and timeliness preferred.
Prior supervisory or leadership experience preferred.
Willingness to work beyond normal hours (8:00 AM–5:00 PM) and to travel as required.
Additional Information
Temporary employees may transfer to a regular status position upon availability, tenure, and performance. Telework is eligible under agency policies. Applicants selected for hire will be required to sign a Temporary Employment Agreement and pass a fingerprint criminal history background check.
