Lead Finance and Policy Analyst - Budget Analyst III.

Position Overview
The Division of Child Welfare (DCW) – Finance Unit wages a senior‑level Budget and Policy Analyst to provide high‑level fiscal, policy, legislative, and data analysis to support statewide child welfare programs and county‑administered services. The role supports the Division’s budget of over $574 million, manages contracts and purchase orders statewide, and designs allocation methodologies that directly impact service delivery. This position works a hybrid schedule with a minimum of two days in office and a maximum of three days remote.

Primary Responsibilities

Budget Development, Execution, and Fiscal Oversight

– Leads the development, execution, and ongoing management of DCW’s budget for the statewide child welfare block grant and initiatives, monitors expenditures, projects needs, analyzes caseload trends, and identifies fiscal risks to ensure resources are allocated efficiently and in alignment with program priorities.

Data Management and Evaluation

– Leads data collection, validation, and evaluation efforts, develops and applies metrics to assess program performance, financial integrity, and outcomes at both state and county levels, and provides actionable insights into trends, anomalies, and opportunities for improvement.

Annual Reports

– Develops and manages high‑profile annual and ad hoc reports, including Joint Budget Committee RFIs, Decision Item analyses, Annual Provider Rate Memos, and required state and federal submissions, ensuring data integrity, consistency, and transparency.

Legislative and Regulatory Analysis

– Analyzes proposed and enacted state and federal legislation, regulatory changes, and budget items to determine their impact on DCW programs and funding, producing legislative and fiscal analyses and scenario recommendations.

Other Duties as Assigned

– Performs other duties consistent with the scope and classification of the Budget and Policy Analyst, such as special projects, cross‑divisional workgroups, or emergent legislative, budgetary, or policy initiatives.

Minimum Qualifications

Seven (7) years of professional experience in Finance/Accounting, Budgeting, Public Policy Fiscal Analysis, Financial Contract Creation and Monitoring, Grant Management, and/or Financial Reporting; OR

Bachelor’s degree from an accredited institution in a related field with three (3) years of professional experience in the above areas; OR any combination of education and experience; OR a current, valid CPA licensure that substitutes for the degree requirement and two (2) years of the required experience.

Preferred Qualifications

Strong understanding of government accounting and budgeting.

High attention to detail and strong written communication skills.

Self‑starter who can self‑manage competing priorities and is highly organized.

Five (5) years of professional experience in public policy fiscal analysis, accounting, budget, contract creation and monitoring, procurement, and program administration.

Experience with state and federal fiscal rules, procurement policies, and federal program requirements.

Experience with the Colorado Operations Resource Engine (CORE) and County Fiscal Management System (CFMS).

Proficient in Microsoft Excel and Google Suite.

Ability to analyze and present data to both technical and general audiences.

Experience building decision items for legislation.
